Abstract: This paper addresses the slow-onset crisis of global warming caused by CO2 emissions. Although electrical load is a major influence in a country’s growth and development, it is also one of largest sources of greenhouse gases (GHG), CO2 in particular. Therefore, switching to cleaner energy sources is a clear objective and forecasting electricity load and its environmental cost is a necessary task for electrical energy planning and management. This paper addresses short-term load forecasting of renewable energy (RE) production in the region of Adrar in Algeria with Adrar’s photovoltaic (PV) farm and Kabertene’s wind farm. The forecast is compared to the overall load demand, and the reduced amount of CO2 resulting from using renewable energy instead of fossil fuels is calculated. The forecasting models use Long short-term memory (LSTM) neural networks, which were trained and validated using real data provided by the national state-owned company SONALGAZ. The results show good performance for the forecasting models with PV and wind models achieving a Mean-absolute-error (MAE) of 0.024 and 0.1 respectively. This RE can help to reduce CO2 emissions by up to 25% per hour. Collapse

Abstract: ICT-induced legal and regulatory challenges, including security and privacy risks, are on the rise. Despite that, there is a dearth of research emphasizing the role of ICT laws and understanding its effect on the level of ICT diffusion and the well-being of a country. Drawing on Dror’s law and social change framework, and grounding the discussion on the literature on ICT diffusion, the perspective of perceived risk, Hofstede’s typology of national culture, and the technological determinism theory, this study (1) explores the effect of maturity of ICT laws in a country on ICT diffusion among its citizens and businesses; (2) understands how this relationship is contingent on the national cultural dimensions; and (3) explicates the role of ICT diffusion in promoting the well-being. The research model is examined using publicly available data from 83 countries, and the findings suggest that sound ICT laws are necessary for achieving a greater diffusion of ICTs and improving well-being. Abstract: The role of e-government in combating corruption is an active area of research in Information Systems (IS). Drawing on the value framework for assessing e-government impact, and grounding our discussion on three theoretical perspectives, namely, (1) technological determinism theory, (2) general deterrence theory, and (3) Habermas’ public sphere perspective, we seek to explore how the diffusion of virtual social networks (VSNs) influences the relationships among e-government maturity, government administrative effectiveness, and cor­ ruption in a country. Our analyses based on publicly available archival data substantiate the (1) indirect re­ lationships between e-government maturity in a country and corruption in three branches of its government (i.e., legislature, executive, and judiciary) through government administrative effectiveness, (2) interaction effect of VSN diffusion on the relationship between e-government maturity in a country and its government adminis­ trative effectiveness, and (3) interaction effects of VSN diffusion on the relationships between government administrative effectiveness in a country and its corruption dimensions. The key contributions of this research include the establishment of the (1) role of e-government in combating corruption in three branches of the government, and (2) idea of the public sphere in the context of VSN diffusion, and the subsequent exploration of its effects on e-government outcomes of a country. Abstract: Little is known about when and where hybrid organizations diffuse. We argue that neo-institutional perspectives, which stress the constraining role of market categories and institutional logics, have to be complemented with demand-side perspectives that stress the enabling force of economic incentives to explain the origins of hybrids. We develop theory to predict the country-level diffusion of hybrid forms in Islamic banking in the 1975–2017 period, during which many conventional banks invaded the domain of Islamic banking by starting to sell Islamic banking services, or so-called “Islamic windows.” Our findings underscore the relevance of simultaneously studying the impact of constraining and enabling forces. Consistent with neo-institutional theory, we find strong evidence that a lack of constitutive legitimacy of the window form—only in countries where Muslims make up a large share of the population—and the ideological polarization of local audiences reify the ideological boundaries between the oppositional banking logics, which in turn hampers the diffusion of windows in the focal country. At the same time, however, it appears that the failure of local credit markets and country-level economic globalization, the latter even more in countries with a Muslim majority, provide potent economic incentives for the diffusion of windows. By stressing the role of utilitarian incentives and material exchange as drivers of hybridization, we bridge the gap between neo-institutional and more rationalist approaches of institutional change. Abstract: Cellular phones have gained popularity in emerging and developing economies over the last two decades. In this study, we show that the phenomenon of falling prices over time is applicable to the diffusion of prepaid mobile phones. This article extends the logistic diffusion model to accommodate disadopters of the service category. Goodness of fit of the extended model is found superior to the original version, which does not consider dis­ adoption. The empirical findings show that for the 12 countries considered in the analysis, the diffusion speeds and the disadoption rates are influenced by one marketing factor and three socioeconomic factors. Abstract: Research linking corruption and e-government maturity has mainly focused on the impact of e-government on corruption, and a vast majority of studies among them indicate that e-government can effectively lower the level of corruption in a country. As opposed to this well-developed stream of research, we explore and contribute to another potential but under-developed stream of research: the impact of corruption on e-government maturity. Drawing on the institutional perspective to construe corruption, we argue that corruption in three basic national institutions (political, legal, and media) and two national stakeholder service systems (business and citizen systems) in a country can hinder its e-government maturity. Specifically, we propose a holistic framework that conceptualizes the negative influence of corruption in national institutions and national stakeholder service systems on e-government maturity by drawing on five key theoretical perspectives—agency theory, control theory, theory of X-inefficiency, rent-seeking theory, and trust in institutions—grounded in corruption and information systems project management literature. The proposed conceptual framework is expected to (1) guide future empirical research on “corruption–e-government” phenomenon by providing rich theoretical explanations; and (2) offer a comprehensive strategy for practitioners and policymakers dealing with e-government projects and initiatives. Abstract: Research in management and related fields largely assumes that host-country state (“state”) ownership in investment projects raises risk for private coinvestors. We question that assumption in theorizing that minority state ownership may actually decrease investment risk in host countries where policy stability is low. Noncontrolling but still substantial state ownership signals to private coinvestors that states will maintain initial investment project terms yet limit interference in project management under those same initial terms. Analyses of 1,373 investment projects announced in 95 host countries from 1990 to 2012 support this proposition: (1) low policy stability in the host country increases investment risk, measured as the percentage of equity comprising all project capital funding on the announcement date, but (2) minority state ownership diminishes the risk-increasing impact of low policy stability, and (3) the risk-diminishing effect is greatest when policy stability is low and the state holds from 21% to 40% of investment project equity. Where permitted, private investors can use state ownership as a risk-reducing strategy in response to low policy stability. Our study highlights where these “minority rules” hold and state ownership signals credible assurance to private coinvestors in less stable policy environments. Collapse
