Abstract: The phenomenon of terrorism is deemed one of the fundamental challenges in national security. Creating defensive technologies to mitigate terrorist attacks requires a simultaneous investigation of contextual relationships among their various dimensions. We proposed and evaluated a graph-based methodology to analyze terrorist networks through co-clustering in a multimode basis. Since there are many heterogeneous relationships in terrorist networks depending on the dimensions used during analysis, we utilized the clustering indicators of the multimode structure discovered in bi- and multimode graphs. Objects and activities that co-occur during terrorist attacks are identified by applying conventional clustering on those indicators. The novelty of our method is in the incremental creation of the multimode structure using its bi-mode counterparts. Our approach is evaluated using these measures: clustering stability and association confidence. The experimental results yields encouraging results in terms of simultaneous clustering of heterogeneous objects in terrorist networks. Collapse

Abstract: In this paper we examine relationships among Internet diffusion, voice and accountability, and government corruption based on data from Latin American and Sub-Saharan African countries. Our study suggests that greater levels of Internet diffusion are associated with greater levels of voice and accountability, and that greater levels of voice and accountability are associated with lower levels of government corruption. Also, there seems to be an overall relationship between Internet diffusion and government corruption, which is primarily indirect and mediated by voice and accountability. Our results also suggest that, for each additional 15 Internet users per 100 inhabitants in a country in these regions, there is approximately a 35 percent decrease in government corruption, mediated by an increase in voice and accountability. Abstract: The limited resources of Transition Economies (TE) accentuate the need for formulation of the effective and efficient policies for investments in Information and Communication Technologies (ICT). However, the empirical evidence required for sound decision making is scarce, thus prompting a call for additional studies in the area of the macroeconomic impact of investments in ICT. Using time series data for the period from 1993 to 2002, we investigate the impact of investments in Telecoms on Total Factor Productivity (TFP) in the context of 18 TEs of Central Europe. The results of the data analysis suggest that while all TEs exhibited overall growth in productivity, the annual growth of the majority was inconsistent and not determined by the increase in the levels of investments and full-time Telecom labor. The results also indicate that introduced for the purposes of the investigation composite proxy variable Change in Productivity may reliably serve as a predictor of TFP for eight out of eighteen TEs, thus indicating actionable paths for TEs to obtain a spillover effect from investments in ICT. Abstract: This paper examines the use of information technology in the electric and gas utilities of Ukraine, Armenia, and Georgia. Data was gathered through the performance of Year 2000 risk assessments, small business visits, document research, and academic visits between 1999 and 2001. Data was analyzed by comparing IT usage in Ukraine, Armenia, and Georgia to that in the United States. Overall IT usage was found to be low, at about the level of the United States in the 1970s. Financial difficulties and managerial issues prevent the acquisition and implementation of IT. The electrical supply itself is insufficient to support a digital economy because of poor power quality and unreliable power sources and will require large investments to correct. Collapse
