Abstract: Safeguarding democratic elections is hard. Social media plays a vital role in the discourse around elections and during electoral campaigns. The following article provides an analysis of the ‘systemic electoral risks’ created by Twitter and Facebook and the mitigation strategies employed by the platforms. It is based on the 2020 proposal by the European Commission for the new Digital Services Act (DSA) in the context of the 2021 German federal elections. This article focuses on Twitter and Facebook and their roles during the German federal elections that took place on 26 September 2021. We analysed three systemic electoral risk categories: 1) the dissemination of illegal content, 2) negative effects on electoral rights, and 3) the influence of disinformation and developed systematic categories for this purpose. Abstract: The integration of external data offers enormous potential for new and expanded value propositions for companies. Despite this potential, organizations often hesitate to share data due to the anticipated negative consequences. This study delves into the decision-making process of organizations regarding data sharing within an ecosystem and explores strategies to motivate other organizations to share data. By combining privacy calculus and ecosystems theory, we employ a qualitative case study approach to examine the German orthopedic market. Our findings reveal three risks (weakening one's position in the ecosystem, IT alignment investments, and penalties for data protection violations) and three benefits (increased value creation for the ecosystem, competitive advantage over other ecosystems, and gaining additional transactions) that organizations perceive when contemplating data sharing. Moreover, we identify three strategies for obtaining data from other organizations: mitigating the risks, emphasizing the benefits, and bypassing the calculus. Collapse

Abstract: In this paper, a new method for placing bus stops is presented. The method is suitable for permanently installed new bus stops and temporarily chosen collection points for call busses as well. Moreover, our implementation of the Voronoi algorithm chooses new locations for bus stops in such a way that more bus stops are set in densely populated areas and less in less populated areas. To achieve this goal, a corresponding weighting is applied to each possible placement point, based on the number of inhabitants around this point and the points of interest, such as medical centers and department stores around this point. Using the area of Roding, a small town in Bavaria, for a case study, we show that our method is especially suitable for rural areas, where there are few multi-family houses or apartment blocks and the area is not densely populated. Abstract: In this paper, we analyze possible interferences that occur when developing information systems for cyberphysical systems – hybrids containing legacy technical components and added IT modules. In particular, the enhancement of electricity systems through IT components, resulting in smart grid and smart home solutions, is experiencing increasing adoption rates in advanced and developing countries alike. Due to the substantial interdependence with and reliance on often decades-old legacy infrastructure, these cyberphysical systems present particular opportunities and challenges for the associated information systems. We propose that one channel through which information systems improve cyberphysical systems is by enhancing the components of the legacy system with new features. Introducing the Design–Interference Model, we conceptualize IS design for cyberphysical systems and outline possible obstacles and interferences associated with it. Using a simulation experiment for a smart grid application as a showcase, we derive insights into how to address these challenges. We condense these results into actionable advice that, first, seeks to validate existing guidelines for design-oriented research, second, extends and focuses them on cyberphysical system applications and, third, provides guidance to researchers and practitioners in this increasingly relevant area of information system development. Abstract: This paper presents the development and subsequent application of a facility location methodology for selecting good show locations for a traveling entertainment troupe in Bavaria, Germany. The troupe is headquartered at a theater in Munich and wishes to expand its audience by offering traveling shows to select sites across Bavaria. A spatial analysis of the region is completed via classic location theory modeling techniques, leading to the development of a multi-criteria facility location approach for application. Additionally, we use location analytics techniques on demographic and consumer spending data extracted from the Business Analyst Web App (BAWA) system for each of the 95 districts in Bavaria. This data is integrated into a decision support system to weight consumer demand values with district lifestyle population patterns aggregated at the postal code level. Lifestyle-weighted demand is then used to identify locations that maximize the amount of customers within a given travel distance to a show while maintaining dispersion of selected facilities. Abstract: E-mail is the most important electronic communication medium for governments with their constituents. While there are a lot of maturity models and benchmarking studies focusing on the technological and organizational integration of information technology in governments, the “customer side” of e-government maturity has been often neglected. Replicating studies from Australia, New Zealand, Slovenia and Denmark, this study explores the responsiveness concerning customer-government e-mail correspondence for the Bavarian Public Sector. Our study assesses the response rate and quality of 375 e-mails send to public administrations in Bavaria. Our results show that the Bavarian Public Administration has a poor responsiveness compared to other countries in terms of both quantity and quality. Based on our results, we provide recommendations for future research and practice. Collapse

Abstract: In this paper we show how IS research can contribute to two major issues many societies face today – dealing with the decreasing availability of easily accessible fossil fuels and the threat of climate change. We introduce an IS artifact that uses historical data on energy consumption, energy generation, and mobility behavior to unleash synergies between residential photovoltaic panels and electric vehicles. Using real world data we show in simulations that our residential information system allows households to decrease annual net energy costs by up to 68 percent. This results in an earlier breakeven point of green technologies and clears a path towards a more sustainable society. Following up with an investment analysis we show that the information system has the same financial impact as the subsidy for plugin-hybrid electric vehicles by the U.S. federal government following the American Recovery and Reinvestment Act – at no cost to the taxpayer.
