Abstract: The essential component of studying how humans and robots relate is to observe how they interact with each other. This fact has been taken for granted until the COVID-19 pandemic made all such HRI study-based interactions verboten. We address the question of how HRI research can continue in an environment where physical distancing is the most effective approach to containing the spread of the disease. In this paper we present a pilot study that indicates that Remote-HRI (RHRI) studies can be a feasible alternative. The results suggest, importantly, that whether the participant interacts with the robot in-person (but physicallydistanced) or remotely, their perception of the robots is unaffected. We observed increased effort and frustration by participants when interacting remotely with the robot – for which there may be an underlying cultural cause. However, all participants completed their tasks with the robot and had a neutral to positive experience using it. Collapse

Abstract: While the phenomenon of cybercrime remains a challenge for governments worldwide, it is even more of a challenge for countries in an ICT4D context since they possess limited technical skills and resources to respond to, investigate and prosecute nefarious cyber activities. Despite the challenges, governments have responded by establishing legal frameworks and Computer Security Incident Response Teams. However, scholars argue that the cybercrime phenomenon is still not well understood; which is compounded by the lack of an accepted, uniform cybercrime classification scheme or ontology with which to classify cybercrimes. While few classification schemes have been published, same are limited in that they are not comprehensive; i.e., they are unable to account for the range of and ever changing types of cybercrimes and, the schemes are largely incompatible, focusing on different perspectives. This makes holistic and consistent classification improbable. To address these gaps we propose a formal cybercrime classification ontology, expressed in OWL Ontology Language. In designing our ontology we were guided by the steps of the design science research methodology. This paper contributes a formal ontology of a ‘shared conceptualization’ of cybercrimes by police practitioners and researchers. The ontology presented here is improved over prior works since it incorporates multiple perspectives and its design is better able to handle existing and future cybercrimes, a most salient feature given the dynamic nature of cybercrimes. We demonstrate the ontology by applying it to an actual cybercrime case. The designed ontology effectively classifies the cybercrime and has the potential to improve cybercrime classification in ICT4D and developed contexts. Collapse

Abstract: This paper is the first systematic attempt to examine spatial patterns of technology adoption and utilization and understand underlying reasons for the digital divide in Latin America and the Caribbean (LAC). Disparities in adoption, diffusion, and utilization in information and communications technologies in 37 LAC countries are examined and explained. Using a Spatially Aware Technology Utilization Model, seventeen independent socio-economic, innovation, business efficiency, infrastructural, affordability, and societal openness indicators are posited to be associated with seven dependent ICT indicators. English as a primary language, human development, and civil liberties are found to influence ICT adoption and use in Latin America and the Caribbean indicating socio-economic, language, and societal openness dimensions of the digital divide in this world region. For a smaller sub-sample of Latin American nations, regression findings point to urbanization, social, economic, and political implications. Issues stemming from spatial bias in confirmatory analysis are diagnosed, and policies are recommended. Collapse

Abstract: This article investigates the pattern of internet access of Brazilian households by type of services, according to location and type of connection (home dial-up or broadband and outside home), to determine whether it is suitable to adopt a mobile broadband access policy in Latin America and Caribbean countries, as a gateway to mass access in these countries. The study was carried out by using microdata from National Household Survey (PNAD) from 2005 and 2008, produced by IBGE, which contains supplementary information about the technological utilization of information goods and services. We estimate probit models and also probit-Heckman models to control for selection bias. Our findings show that broadband access at home is the type of connection and the location of access that most increases the probability of access for all types of Internet services. This result suggests the policy adopted in Asia may be suitable for Latin countries. Collapse

Abstract: E-government refers to the use of information and communications technology to support the interaction between a government and its citizens, employees, businesses, and other government agencies. Today e-government projects are pervasive in both developed and developing nations worldwide. This study explores the e-government phenomenon in a developing region. Specifically, the objective of this study is to provide an exploratory analysis of the current state of e-government in the Caribbean. We used a website content analysis, with a theoretical base of Layne and Lee’s (2001) e-government stage model. The significance of this study is two-fold. First it presents an empirical analysis of that state of e-government in the Caribbean region. Second, the study advances the current literature in the e-government domain and focuses on a region of the world that has been largely overlooked by existing e-government studies. Collapse

Abstract: Electronic commerce represents an important opportunity for businesses in developing countries, yet previous research has shown significant barriers to success. Common barriers are internet access, web hosting, web site visibility, logistics, and electronic funds transfer. During July and August 2004 the principle investigators visited business executives in five Caribbean nations to determine how these executives were overcoming known ecommerce difficulties. 36 businesses and government agencies were interviewed. Executives described a number of successful strategies to work around common problems. The authors hope the results of this study will suggest improved strategies for SMEs in developing countries seeking to use e-commerce to expand their markets. Collapse

Abstract: Electronic commerce can help integrate economies of developing countries into global economic flows. What is the state of ecommerce in the Latin countries of the Caribbean rim that are physically close to one of the largest markets in the world? In order to answer this question, a preliminary study of Web-based storefronts in Costa Rica and Venezuela was conducted. It was found that the storefronts rank well on a number of usability dimensions, while lacking some important characteristics such transactional capabilities. These findings could be used for estimating electronic commerce developments both in the region and in comparative terms. Collapse
