Abstract: An important and underexamined topic in the growing literature on community-embedded organizing concerns situations in which dramatic shifts in the environment require the time-sensitive re-establishment of both communities and organizations to address urgent needs. We conduct a qualitative study of emergent community-organization trajectories in the aftermath of the 2010 Haiti earthquake and explore differences in the processes and interactions between emerging organizations and communities. Despite all organizations in our data facing the same external shock, they differed in how they interpreted the nature of crisis-induced voids, established boundaries to build and organize communities, and created connections to bind themselves to their communities. We compare and contrast these differences to reveal three trajectories of community-organization emergence, explain why these trajectories initially formed in the ways they did, and identify unique mechanisms that led to these trajectories’ divergence. Our findings contribute to the literature on community-embedded organizing by demonstrating how organizations re-establish communities while simultaneously emerging within those communities. Abstract: This paper is the first systematic attempt to examine spatial patterns of technology adoption and utilization and understand underlying reasons for the digital divide in Latin America and the Caribbean (LAC). Disparities in adoption, diffusion, and utilization in information and communications technologies in 37 LAC countries are examined and explained. Using a Spatially Aware Technology Utilization Model, seventeen independent socio-economic, innovation, business efficiency, infrastructural, affordability, and societal openness indicators are posited to be associated with seven dependent ICT indicators. English as a primary language, human development, and civil liberties are found to influence ICT adoption and use in Latin America and the Caribbean indicating socio-economic, language, and societal openness dimensions of the digital divide in this world region. For a smaller sub-sample of Latin American nations, regression findings point to urbanization, social, economic, and political implications. Issues stemming from spatial bias in confirmatory analysis are diagnosed, and policies are recommended. Collapse

Abstract: Polls are the fundamental procedures used to measure voting trends in elections and a useful mechanism to adjust the marketing tactics of campaign commands. Polling not only demands significant resources, but also incorporates several intrinsic barriers that may hinder its applicability. This paper examines an innovative methodology to explore the use of social media as an alternative to enhance the costeffectiveness of polling while increasing significantly prediction power to overcome the constraints of traditional polls. The proposed methodology is based on the analysis of content gathered from public Web 2.0 technologies, and in this particular case, applied on the scenario of the 2012 Dominican Republic presidential election. Forecasting voting trends obtained from this methodology, and comparing such results with headline final election results, opens a promising road, not only to consolidate knowledge in this field, but also, as an new alternative for practitioners that might remarkably broaden electoral marketing strategies. Abstract: This paper analyzes challenges to meet information needs of underserved communities through public access to ICT in 25 developing countries. Information needs are analyzed from the perspective of the users and of the operators of public access venues such as libraries, telecentres and cybercafés. We discuss the importance of locally relevant content, available in local languages, and the need to help strengthen information literacy among users and operators of public access venues, including digital literacy. Libraries, telecentres and cybercafés in the countries studied were found to be meeting local users needs in different ways in each case. Effectively meeting users’ information needs is critical if public access to ICT is to contribute to human development, especially in libraries and telecentres, which generally have a social development mission (as opposed to profit-driven cybercafés).
