Abstract: The digital transformation of enterprises has become an inevitable development trend and one of the key driving forces that promotes the sustainable development of enterprises. However, due to the many obstacles of financial burdens, technical thresholds, and talent shortages, digital transformation has become a challenging task for entrepreneurial Small and Medium-Sized Enterprises (SMEs). Additionally, many competitive digital trans­ formation solutions on the market cause confusion when enterprises must choose one. This study drew a new information error-driven T-spherical fuzzy cloud algorithm to evaluate digital transformation solutions of entrepreneurial SMEs and support its selection. First, an evaluation index system for the digital transformation solution of entrepreneurial SMEs was established from four aspects. Then, a new concept of a T-spherical fuzzy cloud was defined to represent the evaluation information of the indicators. Additionally, a T-spherical Fuzzy Cloud Weighted Heronian Mean (T-SFCWHM) operator was used to aggregate the evaluation information. Af­ terward, an evaluation and selection decision framework for the digital transformation solution of entrepre­ neurial SMEs based on the T-SFCWHM operator was developed. Further, a practical example was given to illustrate the effectiveness of the proposed method. Finally, a discussion of the findings in our study was con­ ducted, and the conclusions were summarized. Abstract: Firms are externalizing IT infrastructure provisioning (ITIP), using technologies such as cloud computing that offer increased cost-savings. However, managing IT infrastructure is challenging, and increased governance costs may outweigh the benefits. Therefore, firms choose appropriate governance modes for their business units. In this study, we investigate the effect of ITIP on the business unit (BU)’s IT infrastructure governance (ITIG). Using the arguments from TCE, we propose that firms choose BU’s ITIG to minimize governance costs. We explore three types of ITIP including a BU, corporate and outsourced ITIP. To test the hypotheses, we use a large panel dataset from 2005 to 2009. The findings indicate that all three types of ITIP have a different impact on BU’s ITIG. We discuss the theoretical and practical implications of our findings. Collapse

Abstract: Information technology (IT) organizations use strategic IT benchmarking (SITBM) to revise IT strategies or perform internal marketing. Despite benchmarking's long tradition, many SITBM initiatives do not reveal the desired outcomes. The vast body of knowledge on benchmarking and IT management does not help overcome the challenges of successful SITBM. We therefore synthesize the existing research on IT management and benchmarking into a concept relationship map and derive future research avenues. We find that there is much literature on how to obtain SITBM results. However, research does not explain how these results are transformed into outcomes – essentially the problem many practitioners struggle with. Collapse

Abstract: In this paper, we examine the evolution of the institutional and intellectual structures of the IS field. We argue that, though the field’s institutional structures—academic programs, journals, conferences, and professional associations—have developed admirably, the state of the field’s intellectual structure is less clear. We employ a co-citation lens to analyze the development and evolution of subfields across three periods. We rely on Culnan’s (1987) second cocitation study as a point of departure for our analysis. We then extend her work through two additional studies that individually assess the state of subfield development at distinct periods during the field’s history. Over the three periods, we note that the field has experienced change in subfield diversity and cohesion. Culnan’s study exhibits low levels of cohesion and diversity among topics. Our first study shows continued isolation but growth in subfield diversity. This period is indicative of a fragmented adhocracy. Our second study suggests increasing levels of integration despite only a slight reduction in subfield diversity. While we largely only describe the field’s evolution, any assessment of whether this evolution represents a positive or negative trajectory for the field will be subject to interpretation and debate. Abstract: This article develops a research model of the relationships between IT resources, IT capabilities, IT competitive advantage, and the financial performance of an organization. This model is empirically tested with data collected from IT managers and executives in the U.S. The results suggest that while tangible IT resources offer little competitive advantage, intangible IT resources are positively associated with IT capabilities that ultimately lead to IT competitive advantage and the improved financial performance of the organization. Abstract: Research and innovation in developing countries could benefit if proper direction provided. For proper direction, conducting periodically systematic key issues identification research provides insight about research priority areas. This research identified key issues in information systems and engineering for the first time in Ethiopia using rating-type Delphi approach. The initial phase analysis show Improving Information Systems Strategic Planning, Aligning IS within organizations/enterprises, system development and administration personnel, understanding IS role and contribution, and building responsive IT infrastructure have become top key issues. Experiences in other parts of the world show that these key issues could be experienced during transition from IT use for basic tasks to high-level tasks. This finding enlightens status of emerging nations in terms of computing challenges that require further inquiry. Further inquiry should continue to complete the analysis as per the-state-of-art key issues analysis techniques. The paper discusses implications of the preliminary findings. Collapse

Abstract: As complex socio-technical systems composed of many interconnected parts, interacting in non-linear, dynamic, emergent and often unexpected ways Information Systems are fragile. In this paper we introduce the concept of antifragility as an alternative mean of apprehending the fragility of Information Systems and a novel way of dealing with risk, uncertainty and the unknown. Antifragility is the opposite of fragility. Antifragility allows to go beyond robustness or resilience by moving away from a predictive mode of thinking and decision making to a mode that embraces the unknown and randomness and focuses on the characteristics that render systems fragile rather than trying to assess and predict the chain of events that may harm them. We propose a set of guidelines for moving from the fragile toward the antifragile, and explore, for the processes of the IS function, their applications and the questions they raise for practice and research. Abstract: Organizations use information systems project portfolio management (IS PMM) to reconfigure their IS resources and capabilities to match changing market and economic conditions. IS PPM can therefore be characterised as a dynamic capability. We investigate how firms developed and adapted IS PPM to match the turbulent recessionary conditions witnessed after 2008–2009. This study contributes to an understanding of IS PPM by identifying the constituent dynamic capabilities and providing empirical examples of adaptation. To our knowledge, the study is the first to apply the notion of second order dynamic capabilities to the IS domain and also makes an important contribution to the more general concept of dynamic capabilities by providing empirical evidence and theoretical justification of the increased detailed, centrally controlled and analytical nature of IS PPM dynamic capabilities in recessionary conditions. We identify critical components of supply chain information capabilities in terms of interorganizational information system capacity and inter-organizational relational competency. In view of the high degree of industry concentration in Korea, this article presents and tests a research model using a sample of Korean steel suppliers. Empirical tests are conducted using the structural equation modeling, PLS (partial least squares). The results of this study suggest that Korean manufacturing (e.g., automobile, shipbuilding, construction, and mobile industries) are heavily influenced by the competitiveness of the steel industry in terms of supply chain information capabilities and performance outcomes-supply chain-level (i.e., supply chain flexibility) and firm-level performance outcomes (i.e., customer responsiveness and cost reductions). Future research may extend the findings of this study in other country contexts to accomplish both customer responsiveness and cost reductions through supply chain information capabilities. Collapse

Abstract: Intense pressure to control costs and improve patient care quality is driving hospitals to increasingly look to information technology (IT) for solutions. As IT investment and IT capability have grown in hospitals, the need to manage IT resources aggressively has also increased. The rise in complexity and sophistication of the IT capability in hospitals has also increased the importance of IT governance in these organizations. Yet, there is limited empirical data about the antecedents and consequences of IT governance. We draw upon extant literature related to power and politics and capability management to propose, operationalize, and empirically examine a nomological model that explains and predicts IT governance and its ensuing impact on risk management and IT contribution to hospital performance. We empirically tests our hypotheses based on survey data gathered from 164 CIOs of US hospitals. The results have implications for hospitals’ readiness and predisposition for IT governance, as their structural and relational mechanisms can affect IT governance and, indirectly, IT value creation. A contribution of this study is that it is one of the first to empirically examine antecedents to IT governance and its impact on IT performance in a high-velocity environment that is riddled with technological turbulence.
