Abstract: The evolving sophistication of threats and the impact of security breaches have caused managers to continually grapple with strategies to reduce these risks. One common security control is the adoption of information security policies (ISPs) geared at improving employees’ compliance behaviour. However, there is mounting empirical evidence that shows that ISP compliance is a challenging undertaking with less than satisfactory outcomes. Further, little attention is placed on developing economies in the study of this phenomenon. This research adopts a values-based methodology to determine fundamental and means objectives in maximising employees’ compliance with ISPs in a developing economy context. The research identifies 30 objectives and demonstrates that risk mitigation, people, technical and organisational factors are essential to improving compliance. The results contribute objectives, contextualised to the people for whom the results are relevant, thus promoting deeper understanding. The research offers utility to managers in the design and implementation of InfoSec strategies and policies. The findings can also inform investment decisions regarding compliance tools, methods and technologies. Recognising that security (information and cyber) threats are a global dilemma, we contend that investigating forms of security risks and potential solutions can mitigate the social and economic costs of security incidents. Abstract: Despite the dynamic nature of knowledge-related activities and the availability of a variety of communication technologies, many global teams habitually use technology in the same way across activities. However, as teams move through cycles of accumulating, integrating, and implementing knowledge, the purposes for communication technologies change. Current theorizing and empirical work on team knowledge management has yet to develop a dynamic theory that incorporates these changes. By conducting a multiwave, mixed method analysis of 48 global teams, we develop a theory of how global teams sustain effectiveness through technology affordance processes. We found that effective teams are those that recognize cues indicating change is necessary and coevolve a symbiosis between new activities, new purposes for interaction, and new uses of communication technologies. This coevolution of purpose with technology use forms new affordances, which enable the team to move on to new knowledge management activities and sustain effectiveness. Our theory more realistically models the dynamics of staying connected while sharing, combining, and implementing knowledge across the globe. Collapse

Abstract: Questioning the IT governance structures of international NGOs through the critical lens of post-colonial theory allows us to postulate a new combined theory. We conducted a series of 20 interviews with both international and local NGOs to examine IT decision structures more closely. Using the six aspects of post-colonial theory Lin et al. (2015) established, we examine potential additional influences in more detail. Our proposed theory explains our findings of mainly centralized governance structures that do not correspond to the innovation and flexibility goals we observed in addition to security needs and standardization efforts. We find that both IT goals (as part of IT governance) and post-colonial structures shaping organizational structures influence IT decision structures. Our findings indicate that we do not only need to take biases in the design of information systems but also in their governance into account. Collapse

Abstract: The Digital Divide has historically been viewed as the separation of people from technology based primarily on socio-economic issues and other demographic vulnerabilities. More recent studies have expanded research into investigating the impact of other societal structures such as the power of the government on equitable distribution of Information & Communication Technologies (ICTs) and other resources to the digitally marginalized population. While many strides have been made, educating children in the post-Covid era has made resolving the Divide a more pressing issue for students living in developing countries like Jamaica, where pre-pandemic, technology in education was still in its infancy. Using the Grounded Theory methodology, this research introduces preliminary findings demonstrating four powerrelationships that have the power to and the power over effectively bridging the Divide and amongst the youngest of the digitally marginalized population and its effect on state-sponsored initiatives such as the OYOD. Abstract: Corruption has emerged as a well-debated subject against the backdrop of electronic government (e-govern­ ment). While e-government has attained a level of sophistication in leading countries, there are countries for which going digital remains comparatively new on their national schedules. Their struggle and lag in reaching maturity in e-government can be attributed to corruption, which is an infamous issue prevalent across the globe and argued to impede technological innovation. Despite such a possibility, there is a paucity of research examining the “corruption–e-government” linkage. This study, hence, adopts the institutional perspective for conceptualizing corruption and seeks to understand the relationship of corruption in basic national institutions and national stakeholder service systems with e-government maturity. Specifically, by grounding the discussion on the agency theory, the rent-seeking theory, and the perspective of institutions as structures of cooperation and power, this study analyses the moderating influence of corruption in a national stakeholder service system (i.e., business systems) on the relationship of corruption in three basic national institutions (i.e., political, legal, and media) with e-government maturity in a country. The hypothesized relationships are empirically validated using a panel data of 94 countries, and the findings confirm that political corruption, legal corruption, and businesssystems corruption in a country play vital roles in influencing its e-government maturity. Abstract: Despite the advancement of artificial intelligence there are still some problems which are beyond current computing capabilities including some high dimensional pattern recognition tasks and those that require creativity or intuition. These problems are often delegated to interested participants through carefully engineered human computation systems, crowdsourcing systems or collective intelligence systems. However, all these systems require a fore-planned platform to coordinate the production of the intellectual product such as a vote or a statement from the human participants. Outside of these platforms, however, there is a vast amount of independently created intellectual products, for example in tweets, YouTube comments, online articles, internal company reports and minutes. These are largely untapped due to a lack of awareness of the potential that exists within them and the inaptness of the tools and techniques that would be required exploit the data. In this paper we propose Post-Hoc Collective Intelligence (PHCI) as a novel research and argue that it has important distinctions from the closely related research areas. Abstract: Knowledge management has become very important to the survival of the modern organization. The development of knowledge management capacity should be deliberate and therefore requires allocation of resources towards the activities that are necessary to begin the process of exploiting knowledge assets. Such activities may be organized as a repeatable sequence based on recent advances in the knowledge management domain. Given this advance, workflow management systems now become a useful technology which may be applied for managing knowledge management initiatives. In this paper, we present the design and implementation of a workflow system that is instantiated for a group of knowledge initiative activities in a specific domain. We developed the system design which provided the key framework for the successful implementation and use within the domain. Abstract: This paper is the first systematic attempt to examine spatial patterns of technology adoption and utilization and understand underlying reasons for the digital divide in Latin America and the Caribbean (LAC). Disparities in adoption, diffusion, and utilization in information and communications technologies in 37 LAC countries are examined and explained. Using a Spatially Aware Technology Utilization Model, seventeen independent socio-economic, innovation, business efficiency, infrastructural, affordability, and societal openness indicators are posited to be associated with seven dependent ICT indicators. English as a primary language, human development, and civil liberties are found to influence ICT adoption and use in Latin America and the Caribbean indicating socio-economic, language, and societal openness dimensions of the digital divide in this world region. For a smaller sub-sample of Latin American nations, regression findings point to urbanization, social, economic, and political implications. Issues stemming from spatial bias in confirmatory analysis are diagnosed, and policies are recommended. Collapse

Abstract: Studies have demonstrated that most information systems projects fail due to people problems. Agile software development methods were introduced in an effort to resolve this problem. It relies on people and their creativity during system development rather than processes and the maturity of firms. Research has found that the adoption of agile methods in software development is becoming very popular. However, there is an appeal in the literature for more empirical studies of agile software development. This study examined the adoption and benefits of agile methods in Jamaican software development firms. The results showed that 53% of the firms surveyed are using agile methods, with SCRUM being the main method, and the top benefits being improved customer satisfaction, improved productivity of teams and speeding up the developmental process. The average uptake of agile methods in Jamaican firms would support the claim for a longitudinal study to track the adoption trend. Collapse
