Abstract: Open Government efforts are criticized for providing limited value. Instead of looking at a value, we investigate the usefulness of web-based open government portals and apps. Specifically, we investigated the relationship between digital transparency and usefulness. We analyzed perceived digital transparency and usefulness in a survey of 112 respondents using Partial Least Square (PLS) and Structural Equation Modelling (SEM). The results show that perceived functionality, transparency, and efficiency influence usefulness but that functionality of apps and efficiency are more important than transparency. Usefulness can be created without having high levels of transparency, as the public wants answers to their questions. Apps should be designed for efficient use, as users have limited time and resources. Apps having pre-defined functional views can be useful to provide quick insight but might limit transparency by not offering other views and insights. Opening raw data using portals can provide higher levels of transparency, although more time and effort are needed to analyze. Both portals providing access to raw data and apps having pre-defined views are needed for open government and trans­ parency as they serve other stakeholder groups and purposes. Collapse

Abstract: Digital transformation is profoundly transforming SMEs’ business activities, bringing about comparative ad­ vantages and associated risks. Previous studies on digital transformation and SMEs focus on technology adoption, innovation, new value creation, and dynamic capabilities. However, it is unclear how digital technology affects SMEs’ specific business activities. We study SMEs’ customer access, increasing competition, external funding or access to finance, rising input costs, skilled labor shortages, exogenous shocks, global crises, and regulatory is­ sues. This study aims to fill the literature gap by exploring the impact of digital technology, using digital economy and society index (DESI) as proxies for the SME issues. We use DESI and SME data from a survey on European enterprises’ access to finance. We find that digital transformation strengthens SMEs’ ability and flexibility to address main business issues. Furthermore, findings reveal that digitally transformed SMEs have fewer concerns about access to new and traditional customers, competition changes, access to finance, increasing input costs, external shocks, and regulatory changes. However, digital transformation also brings risks, such as the shortage of skilled labor and experienced managers and loss of inherent competitiveness. The novelty of our work lies in supplying quantitative knowledge on the link between digital transformation and European SMEs’ critical business concerns. These findings substantially increase our understanding of the impact of digital change on European SMEs’ business activities. Collapse

Abstract: This paper presents the findings of a systematic survey that evaluated the potential of online communities (or Civic Tech) in Lithuania to co-create collective intelligence. Traditional approaches to public engagement remain relevant, notwithstanding, our enquiry is more interested in the growing potential of digital-enabled citizens to increase efficient collective performance. Civic intelligence is a form of collective intelligence exercised by a group’s capacity to perceive societal problems and its ability to address them effectively. The subject of the research is “bottom up” digital-enabled online platforms initiated by Lithuanian public organizations, civic movements and/or business entities. This scientific project advances our understanding about the basic preconditions in online communities through which collective intelligence is being systematically co-created. By monitoring the performance of Civic Tech platforms, the scientific question was examined, what are the sociotechnological conditions that led the communities to become more intelligent. The results of web-based monitoring were obtained by applying Collective intelligence Monitoring technique and Pearson correlation analysis. This provided information about the potential and limits of online communities, and what changes may be needed to overcome such limitations. Collapse

Abstract: One of the most significant recent technological developments concerns the development and implementation of ‘intelligent machines’ that draw on recent advances in artificial intelligence (AI) and robotics. However, there are growing tensions between human freedoms and machine controls. This article reports the findings of a workshop that investigated the application of the principles of human freedom throughout intelligent machine develop­ ment and use. Forty IS researchers from ten different countries discussed four contemporary AI and humanity issues and the most relevant IS domain challenges. This article summarizes their experiences and opinions regarding four AI and humanity themes: Crime & conflict, Jobs, Attention, and Wellbeing. The outcomes of the workshop discussions identify three attributes of humanity that need preservation: a critique of the design and application of AI, and the intelligent machines it can create; human involvement in the loop of intelligent ma­ chine decision-making processes; and the ability to interpret and explain intelligent machine decision-making processes. Abstract: Based on 172 articles, this article contributes to the research of technostress by providing a descriptive literature review using a systematic methodology from 1984 until 2018. Following a review protocol, each article collected was classified through publications types, research methods and topics associated: research method, year of publication, journal, sample country, conceptual framework, key variables, type of technologies. The results of this literature review revealed that the research on technostress is rising and future research should be conducted following multidisciplinary and interdisciplinary approaches, using mixed method and focusing on specific technology. Abstract: While women entrepreneurship is often seen to be one of the most important economic and social phenomena of our times, especially since many women opt for entrepreneurship to reconcile their professional and personal lives, relatively less attention has been paid to the effect of R&D on women’s entrepreneurship. Abstract: Studies have demonstrated that foreign firms locate where immigrants from their home countries reside and have suggested that doing so can improve performance. We argue that to properly assess how immigrants impact the performance of co-national firms, research must account for heterogeneity in how independent foreign firms (owned by individual foreigners) versus multinational corporation (MNC) subsidiaries (owned by a foreign corporate parent) benefit from immigrant communities. Independent firms have a greater need for resources from the immigrant community and depend more on their individual managers’ personal connections within the community to obtain such resources. Subsidiaries of MNCs can instead rely on the impersonal organizational resources of their parent firm (e.g., brand, reputation, channels) to access valuable immigrant community resources. Using data on foreign firms in Russia during 2006–2011, we find that immigrants improve the profitability of co-national independent firms only if they are managed by immigrant chief executive officers (CEOs), whereas co-national MNC subsidiaries profit from immigrants regardless of their CEOs’ nationality. Our study suggests that although organizations benefit from the resources of co-national immigrant communities in foreign markets, the means by which they activate them—personal or impersonal—systematically vary across different types of firms. Abstract: Telemedicine innovation is important for accelerating the digital transformation of the health care sector. However, telemedicine is a discontinuous digital innovation, and incumbent health care organizations are lagging in its adoption. We combine research on IT innovation adoption and discontinuous innovation to study the relative role of two drivers of discontinuous innovation adoption: digital complementary assets and the regulatory environment. Our findings from 1,753 acute care hospitals across 30 European countries suggest that digital complementary assets have a stronger effect on telemedicine innovation adoption than the regulatory framework. In addition, we observe application- and business model-specific differences. Overall, our findings add the role of organizational versus regulatory drivers of discontinuous innovation adoption to information systems research, emphasize the importance of digital complementary assets for the adoption of discontinuous innovation by incumbent organizations, and provide new insights into how the diffusion of telemedicine innovation can be accelerated. Abstract: Gamification became a new attractive way to strengthen relations with consumers for companies and brands. Companies apply different gamification techniques to increase consumer brand engagement. The paper covers the concepts of gamification, the flow state, as well as consumer brand engagement. The assumptions about gamification impact on consumer brand engagement were tested empirically through quantitative analysis of data collected with online questionnaire carried out in Lithuania. Results show a weak but positive relation between gamification and consumer brand engagement. A more integrative method for data analysis, such as structural equation modeling, should be used to assess the model still. The topic could be researched in future with regard to cross-cultural differences, different player types, and different levels of gamification. Collapse
