Abstract: Public administration institutions increasingly use business process management (BPM) to innovate internal operations, increase process performance and improve their services. Research on private sector companies has shown that organizational culture may impact an organization's BPM and this culture is often referred to as BPM culture. However, similar research on public administration is yet missing. Thus, this article assesses BPM culture in Germany’s municipal administration. 733 online survey responses were gathered and analyzed using MANOVA and follow-up discriminant analyses to identify possible determinants of public administration’s BPM culture. The results indicate that the employees’ professional experience and their responsibility influence the assessment of BPM culture, as does the size of a municipality. Based on these findings, the article proposes testable relationships and an agenda for further research on BPM culture in public administration. Collapse

Abstract: Innovative collaboration strategies are a promising tool for fostering the governance of smart cities while acknowledging citizen centricity. During implementation, however, determining the number and background of the involved actors is challenging. The Design-Thinking (DT) approach appears suitable for addressing this issue as it offers a concrete and adaptable course of action. The present contribution involves a study on implementing DT principles in a German health resort and identifies three critical components: (1) team, (2) process, and (3) workspace. Our use case is an adaptable project- and workshop plan that encourages the implementation of DT collaboration in smart cities when designing digital services. Our results provide initial guidelines on how to involve diverse actors, when to integrate trained DT coaches, and how to design collaborative innovation in a digital way. The practice-oriented insights gained in the study can be applied, adapted, and discussed in other smart cities and citizen-centered projects. Collapse

Abstract: Corona dashboards are interactive geospatial information systems used by billions of users to help them understand the evolution of the COVID-19 pandemic. I use a representational lens to explore how these systems can be made more useful. With this lens, the usefulness of these systems to convey information about the pandemic fundamentally depends on whether these systems are implemented as representation or state-tracking systems. I suggest that corona dashboards presently focus disproportionally on representing socially constructed properties (infection rates, deaths, levels of vaccination) of various things such as people, regions, or countries. They would become more useful if they additionally focused on tracking events (such as policy implementations) and changes in states (such as capacities of lockdown wards, usage of face masks). By applying a methodology for design science research involving design archaeology, I analyse the in situ implementation of Germany’s RKI COVID-19-Dashboard, develop new design principles to extend the state-tracking abilities of corona dashboards, and explore the importance, actability, and effectiveness of these design principles through an empirical case study. The contributions this paper makes are new and validated design principles for new feature implementations that can help making corona dashboards more effective and useful. Collapse

Abstract: Graduates of Business Informatics (BI) have excellent job perspectives. The ongoing digital transformation entails the fascinating opportunity for our students to participate in designing future organizations. At the same time, enrollment statistics for German universities indicate relatively low first-yearstudent numbers in BI bachelor’s degree programs. Personal experience additionally suggests that many first-year-students have no clear idea about BI and their future role in practice. Hence, we assume that the perception of BI by secondary schools students is already biased by substantial misconceptions. This paper intends to contribute to the debate on how to raise the awareness of upper secondary school students for study programs in BI. Based on an exploratory survey and practical experience through a case study teaching program employed by "school ambassadors", we propose critical success factors for designing initiatives to disseminate a realistic and attractive image of BI and the professional perspectives it enables. Abstract: For example, because of the demographic change, the fast pace of technological advance, and changing citizen habits (e.g. in buying behavior), cities face fundamental challenges and lack orientation in approaching their (digital) transformation. Especially cities in rural areas struggle in this situation which makes it necessary to reconsider predominant structures in city management. The use of scenario management can support decision-making processes by broadening the perspective through thinking in future scenarios. This paper elaborates on a scenario planning project that was conducted with 25 cities from South Westphalia (Germany) in 2020. Eight scenarios have been developed in a multi-stakeholder process with participants from different city domains. Both, the process of scenario planning and the developed city scenarios for 2030, aim to support city managers and other city stakeholders expand their focus, triggering a future-oriented examination of cities. Abstract: To achieve ambitious climate goals, it is necessary to increase the rate of purposeful retrofit measures in the building sector. As a result, Energy Performance Certificates have been designed as important evaluation and rating criterion to increase the retrofit rate in the EU and Germany. Yet, today’s most frequently used and legally required methods to quantify building energy performance show low prediction accuracy, as recent research reveals. To enhance prediction accuracy, the research community introduced data-driven methods which obtained promising results. However, there are no insights in how far Energy Quantification Methods are particularly suited for energy performance prediction. In this research article the data-driven methods Artificial Neural Network, D-vine copula quantile regression, Extreme Gradient Boosting, Random Forest, and Support Vector Regression are compared with and validated by real-world Energy Performance Certificates of German residential buildings issued by qualified auditors using the engineering method required by law. The results, tested for robustness and systematic bias, show that all data-driven methods exceed the engineering method by almost 50% in terms of prediction accuracy. In contrast to existing literature favoring Artificial Neural Networks and Support Vector Regression, all tested methods show similar prediction accuracy with marginal advantages for Extreme Gradient Boosting and Support Vector Regression in terms of prediction accuracy. Given the higher prediction accuracy of data-driven methods, it seems appropriate to revise the current legislation prescribing engineering methods. In addition, data-driven methods could support different organizations, e.g., asset management, in decision-making in order to reduce financial risk and to cut expenses. Collapse

Abstract: E-government aims to enhance the interaction between citizens, business, and government. Recently, the term open government is increasingly used to emphasize the importance of co-creation in governmental issues. In this study, the social media activities of the municipalities of North Rhine-Westphalia, Germany, are investigated with regard to the topic “open government” as one pillar of e-government. The findings show that user interaction is mostly represented through likes and shares and rarely by comments. A topic detection of the posted content reveals that different terms are covered by the municipalities and shows that open government is getting more and more diverse in recent years. The number of posts is still increasing each year on the social media platforms Facebook and Twitter, but the topic of open government is still a peripheral phenomenon. Collapse

Abstract: The diffusion of mobile devices rapidly increased in the last decade. Nowadays, smartphones are part of our daily lives, both with respect to private and professional use. This leads to several challenges for enterprises, like the trend to “Bring Your Own Device” or IT consumerization. IT executives are forced to ensure a high level of security, provide services for employees and support the enterprise productivity. In this context, several software solutions have been introduced to manage the mobile IT, one of which are mobile device management (MDM) systems. However, until now, there is a lack of research concerning possible factors that may influence the adoption of MDM systems in enterprises. Based on the well-established Technology Organization Environment (TOE) Framework a model for MDM adoption in enterprises is constructed and tested using partial least squares structural equation modelling (PLS-SEM). Data was gathered by means of an online survey, in which 95 IT executives from German enterprises participated. Overall, it could be found that perceived security benefits, costs, firm-size, and the BYOD culture significantly influence MDM adoption, while regulations, business partners, employees’ innovativeness with IT and the amount of mobile device usage have no significant influence. Abstract: In recent years, corporate wikis have been increasingly adopted in enterprises. However, little research is devoted to the adoption and use of wikis in small and medium-sized enterprises (SMEs), which are of high social and economic importance. The purpose of this paper is to examine the usage of enterprise wikis in SMEs and potential concerns that may hinder the diffusion of wikis in SMEs as well as other reasons for their reluctance to adopt wikis by conducting a survey of German SMEs. Findings indicate that a majority of SMEs do not intend to adopt wikis in their organization for various reasons. However, firms that have already introduced wikis seem to clearly benefit despite a number of concerns that might have a negative impact on the use and diffusion of wikis. Based on our results, we derive several implications for SMEs, in particular with respect to how to overcome these obstacles to adoption and diffusion of wikis. Collapse

Abstract: Shared service has proven to be a key element when it comes to increasing government efficiency by collaboration. Here, we seek to investigate into the shared services phenomenon in the context of government reforms. For this purpose, an interview and document analysis-based multiple case study has been conducted in Germany. The qualitative analysis covers three shared service implementations on the local government level and identifies important preconditions for shared service emergence, namely cost pressure as motive, the existence of key actors promoting the topic and the existence of prior cooperation. Moreover, it is shown that the structure of such previous cooperation determines, if shared services are being organised in a centralised (shared service centre) or decentralised format (shared service network).
