Abstract: Economies of the world invest in ICT with the uniform purpose of obtaining socio-economic benefits. Determination of the most appropriate path of success linking ICT to socio-economic benefits is a complex multidimensional problem that is not amenable to methodological approaches based on a single perspective. Policy analysts and researchers are, therefore, in need of adequate tools for modelling and analysing the complex ICT4D investment problem. In this paper, we present a consistent solution-oriented theoretical and methodological approach that focuses on discovering pitfalls and best practices that the experience of travelling “ICT → outcomes” path may offer. Specifically, we ask: “What are some lessons that ‘newer entrants’ (represented by the economies of Sub-Saharan Africa (SSA)) may learn from ‘earlier travelers’ (represented by Transition Economies (TE))?” Among many findings is the difference in the sources of growth in productivity between the SSA- and TE-dominated groups of economies. Besides practical insights, this study offers several contributions to policy-makers and researchers including: a theoretical framework that allows for conceptually complex inquiries into the matters of ICT4D and a multi-method methodology that can be used to identify (a) important areas suitable for benchmarking and (b) differences requiring a customised context-specific approach. Abstract: Africa is well known as the continent with the largest youth population. Digitisation of the continent is an essential part of making sure that its youths can actively participate in the digital economy. Efforts to digitise various sectors of the economy have encountered several challenges including that of skills shortages. The Information Systems (IS) discipline, as one of the computing disciplines, has a role to play in addressing the skills shortage. However, there's limited research that provides macro analysis of the state of IS education research in the continent. To address this gap, we conduct a systematic literature analysis of publications focusing on IS education. After applying inclusion and exclusion criteria, 25 publications were analysed. The findings highlight some interesting discussions on issues such as context, model curricula, skills, stakeholders, geographical focus, theoretical lens, pedagogy, role of IS and education level. Abstract: Lack of trust can have a negative influence on consumers’ willingness to use electronic retail (e-tail) platforms especially in countries with weak regulations and poor consumer rights. This paper examined factors that can be employed to build consumer trust and continuance intention to use e-tail platforms in Sub-Saharan Africa. Survey data was collected from 207 respondents and analyzed using structural equation modeling with the PLS software. The results show that information quality, perceived usefulness, hedonic motivation, and perceived risk have a significant influence on consumers’ trust in e-tail platforms. The study contributes to the existing body of knowledge that guides efforts for the implementation of actions in weak institutional contexts characterized by institutional voids such as those experienced in Sub-Saharan African countries. Finally, the study provides insights that can help managers of e-tail platforms to effectively foster the development of trust in their communities. Collapse

Abstract: ICT-induced legal and regulatory challenges, including security and privacy risks, are on the rise. Despite that, there is a dearth of research emphasizing the role of ICT laws and understanding its effect on the level of ICT diffusion and the well-being of a country. Drawing on Dror’s law and social change framework, and grounding the discussion on the literature on ICT diffusion, the perspective of perceived risk, Hofstede’s typology of national culture, and the technological determinism theory, this study (1) explores the effect of maturity of ICT laws in a country on ICT diffusion among its citizens and businesses; (2) understands how this relationship is contingent on the national cultural dimensions; and (3) explicates the role of ICT diffusion in promoting the well-being. The research model is examined using publicly available data from 83 countries, and the findings suggest that sound ICT laws are necessary for achieving a greater diffusion of ICTs and improving well-being. Abstract: To provide insight into women’s approaches to managing the work-family interface, I introduce the concepts of focal and peripheral role senders and illuminate the importance of their interplay in the enactment of women’s domestic roles. At the core of my theoretical model is the process by which focal and peripheral role senders embrace or reject an ideal enactment of domestic roles and the women’s strategies women use to either acquiesce to ideal roles or acquire idiosyncratic roles. This paper examines the husband as the focal role sender, consistent with the literature’s focus and the pervasiveness of husbands in my data, and considers peripheral role senders, such as parents and in-laws, who also influence women’s role enactment, either by amplifying or muting the husband’s preferred role enactment. This research contributes to existing theory by introducing the importance of focal and peripheral role senders, illuminating how these multiple senders and their interaction influence women’s strategies to deal with role conflict, and documenting how women’s strategies subsequently influence their career trajectories. Abstract: The role of e-government in combating corruption is an active area of research in Information Systems (IS). Drawing on the value framework for assessing e-government impact, and grounding our discussion on three theoretical perspectives, namely, (1) technological determinism theory, (2) general deterrence theory, and (3) Habermas’ public sphere perspective, we seek to explore how the diffusion of virtual social networks (VSNs) influences the relationships among e-government maturity, government administrative effectiveness, and cor­ ruption in a country. Our analyses based on publicly available archival data substantiate the (1) indirect re­ lationships between e-government maturity in a country and corruption in three branches of its government (i.e., legislature, executive, and judiciary) through government administrative effectiveness, (2) interaction effect of VSN diffusion on the relationship between e-government maturity in a country and its government adminis­ trative effectiveness, and (3) interaction effects of VSN diffusion on the relationships between government administrative effectiveness in a country and its corruption dimensions. The key contributions of this research include the establishment of the (1) role of e-government in combating corruption in three branches of the government, and (2) idea of the public sphere in the context of VSN diffusion, and the subsequent exploration of its effects on e-government outcomes of a country. Abstract: Existing research at the nexus of institutional theory and entrepreneurship suggests that lowering institutional barriers to forming, growing, and exiting new firms can affect the types of start-ups that entrepreneurs found in a region. These institutional changes could influence entrepreneurs’ perceptions of the value of partnering with venture accelerators and potentially improve these sponsors’ capacity to select high-growth start-ups to fund and develop. This study evaluates these ideas by developing and testing three hypotheses. First, institutional reforms improve entrepreneurs’ perceived value of venture accelerators for resources that affect new venture development. Second, they reduce the average probability of being selected for new applicants, due to a surge in the number and heterogeneity of new applicants within accelerators’ local ecosystems. Third, institutional reforms increase the quality of selected cohorts for accelerator managers due to increases in the average quality and human capital of new applicants. To evaluate these hypotheses, I analyze data from 13,770 applicants to venture accelerators over multiple application cycles between 2016 and 2018 in 170 countries. I use a differences-in-differences design to estimate the effects of institutional changes on start-up selection after regulatory reforms that reduced the time and procedures to start new firms, obtain credit, and resolve bankruptcy for entrepreneurs. The findings have valuable implications for how governments, especially those in emerging and developing economies, can support high-growth entrepreneurship. Collapse

Abstract: Disinformation through social media has emerged as a new form of cyberweapon for countries to advance their strategic interests. However, there is a conspicuous dearth of studies that looked into the possible impacts of foreign disinformation attacks in a country. Drawing on the media dependency theory, we seek to explore the relationships among the foreign disinformation through social media, societal polarization, government’s cybersecurity capability, and the rule of law in a country. A quantitative analysis based on publicly available archival data substantiates our research model. The key contributions of this research include (1) adapting the media dependency theory to the context of social media in investigating the phenomenon of disinformation; (2) establishing that foreign disinformation through social media increases societal polarization, and reduces the rule of law in a country; and (3) establishing the vital role of government in mitigating the information operations from hostile foreign entities.
