Abstract: Public sector organizations are continuously experimenting with how to deliver public services using blockchains, despite the hyperbole and overblown expectations still surrounding the technology. We conduct a case study approach of several early blockchain projects to understand the role and impact of expectations and hype for actors in these projects regarding how they interpret technology, legitimize their decisions, and mobilize resources in early-stage innovation activities. The empirical cases are selected from the European public sector and research is conducted in an R&D project where academic institutions and public sector organizations collaborate to increase knowledge about public sector blockchains. In this paper, we contribute a conceptualization of blockchain technology as an organizing vision for these public sector organizations. Through this lens, we identify and structure how organizations engage with this emerging technology. Collapse

Abstract: Collaborative business intelligence (BI) is widely embraced by enterprises as a way of making the most of their business processes. However, decision makers usually work in isolation without the knowledge or the time needed to obtain and analyze all the available information for making decisions. Unfortunately, collaborative BI is currently based on exchanging e-mails and documents between participants. As a result, information may be lost, participants may become disoriented, and the decisionmaking task may not yield the needed results. The authors propose a modeling language aimed at modeling and eliciting the goals and information needs of participants of collaborative BI systems. This approach is based on innovative methods to elicit and model collaborative systems and BI requirements. A controlled experiment was performed to validate this language, assessing its understandability, scalability, efficiency, and user satisfaction by analyzing two collaborative BI systems. By using the framework proposed in this work, clear guideless can be provided regarding: (1) collaborative tasks, (2) their participants, and (3) the information to be shared among them. By using the approach to design collaborative BI systems, practitioners may easily trace every element needed in the decision processes, avoiding the loss of information and facilitating the collaboration of the stakeholders of such processes. Abstract: A major problem confronting organizations is that they make large investments in information technologies (IT) that, in many cases, underperform following adoption because their features are underutilized. In information systems (IS) research, there is a need to develop a better understanding of the process by which individuals make new use of IT features. Using a grounded theory approach, we develop such an understanding by closely examining how individuals change their IT use following initial adoption. Based on analyzing interview data and expanding on extant literature to refine our results, we propose a construct called "enhanced use", which refers to novel ways of employing IT features. We conceptualize enhanced use as having distinct forms (using a formerly unused set of available features, using an IT for additional tasks, and/or using extensions of IT features and attributes). Our analysis reveals that these forms may differ in terms of their attributes (locus of innovation, extent of extensive use, and adaptation). Our study uncovers patterns of use that reveal the roles played by task characteristics, knowledge, and the IT type in shaping enhanced use. Thus, this study heeds repeated calls to theorize about use by proposing a novel and rich conceptualization of post-adoption use. Collapse

Abstract: Competitive pressures are forcing organizations to be flexible. Being responsive to changing environmental conditions is an important factor in determining corporate performance. Earlier research, focusing primarily on IT infrastructure, has shown that organizational flexibility is closely related to IT infrastructure flexibility. Using real-world cases, this paper explores flexibility in the broader context of the IS function. An empirically derived framework for better understanding and managing IS flexibility is developed using grounded theory and content analysis. A process model for managing flexibility is presented; it includes steps for understanding contextual factors, recognizing reasons why flexibility is important, evaluating what needs to be flexible, identifying flexibility categories and stakeholders, diagnosing types of flexibility needed, understanding synergies and tradeoffs between them, and prescribing strategies for proactively managing IS flexibility. Three major flexibility categories, flexibility in IS operations, flexibility in IS systems & services development and deployment, and flexibility in IS management, containing 10 IS flexibility types are identified and described. Abstract: Over time, various information systems development (ISD) approaches have emerged, principal of which are plan-driven and agile approaches. While agile ISD approaches have been promoted as replacements for plan-driven development to enhance responsiveness to changing customer needs, in practice organizations tend to use practices from both of them. This combination represents a challenge for decision-makers that utilize critical success factors (CSFs) to manage the development project because, so far, prior research has identified CSFs for either traditional or agile ISD projects, but not when an agile ISD project has elements from plan-driven development added. This paper theorizes about how CSFs change for agile ISD projects which have plan-driven practices added and empirically investigates the content of these CSFs. Through a qualitative study eight CSFs, allocated into four method dimensions, are identified to give a parsimonious number of areas that contribute to the success of an agile ISD projects. Collapse

Abstract: In the past, IS research has been criticized for its inability to build a cumulative tradition of IS-specific theory. We suggest that the difficulty in structuring theoretical contributions in IS is one facet of that problem. This has led to a situation in which a lot of theory generation in IS is not made apparent as such. Based on a conceptual review on theory, we design a framework to structure theoretical contributions in IS. Applying our framework, we show that IS research does offer a broad basis of early, substantive theories and even some more comprehensive theoretical accounts specific to our discipline that IS scholars could build on in a cumulative tradition. We use the context of theory generation in and for IS based on the Grounded Theory approach. In doing so, we hope to enable a more structured discourse on the current state of theory generation in IS. Collapse

Abstract: From a database perspective, business constraints provide an accurate picture of the real world being modeled and help enforce data integrity. Typically, rules are gathered during requirements analysis and embedded in code during the implementation phase. We propose that the rules be explicitly modeled during conceptual design, and develop a framework for understanding and classifying spatiotemporal set-based (cardinality) constraints and an associated syntax. The constraint semantics are formally specified using first-order logic. Modeling rules in conceptual design ensures they are visible to designers and users and not buried in application code. The rules can then be semiautomatically translated into logical design triggers yielding productivity gains. Following the principles of design science research, we evaluate the framework's expressiveness and utility with a case study. Collapse

Abstract: This paper presents the findings of an in-depth investigation of situated activities of developers and managers during an embedded system development. Previous empirical investigations claim that software design may involve activities outside the continuum of methodologies, such as improvisation or situated activities. Those activities may involve reflexive practices that are purposefully applied by developers and managers. This research provides a better understanding how reflexive behaviors shape the development process by adopting an interpretive approach. The study involved the collection and analysis of qualitative data that were gathered during a 16-month field study carried out in an automotive company. This paper offers insights into everyday actions and practices, the role of reflexivity, and different consciousness levels of reflexive practices of developers and managers. The paper argues that nurturing reflexivity can positively influence information system developments. Furthermore, this paper points out how reflexivity could be encouraged to advance project work and organizational processes. Collapse

Abstract: The design and creation of anything innovative requires knowledge creation, which in turn often depends upon the introduction of innovative information technology (IT). Since design-related practices are deeply integrated with particular IT artifacts, it is no trivial task to migrate practice-based knowledge to unfamiliar IT artifacts. To explore the challenges associated with such migration, we develop the concept of embeddedness of IT artifacts by drawing on research that highlights the critical role of representational artifacts in knowledge, design, and distributed cognition. We then inductively analyze interview data from an in-depth case study of Frank Gehry, a world-renowned and radically innovative architect known for his use of sophisticated 3D computer-aided design (CAD) technology. By studying construction firms' transition from 2D CAD to 3D CAD, we identify four relevant themes associated with embedding new artifacts into knowledge-creating practice: (1) motivating the new artifact; (2) anchoring the new artifact in the old; (3) experimenting with the new artifact; and (4) confidence in using the new artifact. Through the generation of a process theory of embedding, we elaborate on how this perspective complements and extends research on IT adaptation and assimilation, and discuss the relevance of continuing to develop the IT embeddedness perspective given the continuing need for increased levels of IT-enabled innovation.
