Design Theory for Societal Digital Transformation: The Case of Digital Global Health

Abstract: With societal challenges, including but not limited to human development, equity, social justice, and climate change, societal-level digital transformation (SDT) is of imminent relevance and theoretical interest. While building on local-level efforts, societal-level transformation is a nonlinear extension of the local level. Unfortunately, academic discourse on digital transformation has largely left SDT unaccounted for. Drawing on more than 25 years of intensive, interventionist research engagement with the digital transformation of public healthcare information management and delivery in more than 80 countries in the Global South, we contribute to theorizing SDT in the form of a design theory consisting of six interconnected design principles. These design principles articulate the interplay and tensions of accommodating over time increased diversity and flexibility in digital solutions, while simultaneously connecting local, national, and regional/ global efforts. inception in three townships in post-apartheid South Africa, different versions and configurations of the DHIS have been adopted by more than 80 countriesincluding all but two African countries south of the Sahara, Norway, and other "developed" countriesthrough the efforts of universities, ministries of health, international organizations, funding, and various other agencies. This mirrors the general critique that Jørn Braa is a professor at the University of Oslo, Norway, where he has spent much of his professional career initiating, cultivating, and promoting interventionist research on and around the DHIS2/ HISP efforts. He is the "father" of the project. His work has been published in outlets including the MIS Quarterly, The Information Society, Information Technology for Development, and in books.Sundeep Sahay is a professor at the University of Oslo, Norway and for the last couple of decades has been engaged in the DHIS2/ HISP project, with a main focus on Asia in general and India in particular. His work has been published in outlets including MIS Quarterly, Information and Organization, Information Systems Research, and in books.Eric Monteiro is a professor at the Norwegian University of Science and Technology and an adjunct professor at the University of Oslo. He has a long-term, low-intensity engagement with DHIS2/ HISP spanning more than two decades. Abstract: This paper contributes to the nascent debate in the information systems (IS) field on liminal innovation by focusing on how tensions can be resolved during crisis. Liminal innovation is used by scholars to describe iterative processes of experimentation and implementation of IS during crisis. We draw on the concepts of communitas and anti-structure from the literature on liminality to analyse a longitudinal case study of digitalization of contact tracing in Norway during the COVID-19 pandemic and show how they mutually reinforce each other to create a sense of togetherness and urgency. We identify four resolutions to tensions emerging from this interplay: egalitarianism, autonomy, disobedience, and silo breaking. These manifestations of anti-structure and communitas allowed rapid and responsive innovation during a period of intense organizational and psychological stress, and thus contributed to positive performative outcomes by implementing a digital contact tracing system. Abstract: Research on cybercrime is on the rise in many areas of internet studies, often with a strong emphasis on interdisciplinarity. Abstract: We propose a conceptual model of acceptance of contact tracing apps based on the privacy calculus perspective. Moving beyond the duality of personal benefits and privacy risks, we theorize that users hold social consider­ ations (i.e., social benefits and risks) that underlie their acceptance decisions. To test our propositions, we chose the context of COVID-19 contact tracing apps and conducted a qualitative pre-study and longitudinal quanti­ tative main study with 589 participants from Germany and Switzerland. Our findings confirm the prominence of individual privacy calculus in explaining intention to use and actual behavior. While privacy risks are a sig­ nificant determinant of intention to use, social risks (operationalized as fear of mass surveillance) have a notably stronger impact. Our mediation analysis suggests that social risks represent the underlying mechanism behind the observed negative link between individual privacy risks and contact tracing apps’ acceptance. Furthermore, we find a substantial intention–behavior gap. Collapse

Abstract: Innovations in healthcare technology aim to address challenges in health outcomes. COVID-19 contact tracing apps were introduced in various countries as an innovative health solution to stop the spread of the virus. Although aiming for the greater good of the population through maintaining public health, the introduction of these apps was accompanied by controversial debates about their privacy implications leading to low adoption worldwide. In fact, digital contact tracing raised privacy concerns associated to information sharing within the app, which impacts intention to use. However, in the question of health versus privacy several factors come into consideration. We apply a privacy calculus approach to study users' intention to use COVID-19 apps under privacy trade-offs. Based on representative samples from Germany and Switzerland, we find that individual safety outweighs societal safety benefit, trust is crucial for mitigating risk perceptions, and social norm has a great impact on individual's intentions to use. Abstract: This study investigates the use of mobile data to understand patterns of population movements and disease transmission during the Covid-19 outbreak. It also focuses on understanding the implications of using this data for individual privacy. Using a mixed methods approach, we present 10 rich qualitative interviews and 412 survey responses from participants across the Nordics. Our novel results show that the use of mobile data can be characterized by two main categories: validation data and complementary data. We also identify five implications for practice: sharing resources and expertise between health agencies and telecom companies; extended collaboration with multiple network operators; cross-disciplinary collaboration among multiple parties; developing data and privacy guidelines; and developing novel methods and tools to address the trade-off between maintaining individual privacy and obtaining detailed information from mobile data. These implications may inform immediate and future actions to prepare for, mitigate, and control the spread of infectious diseases using mobile data. They also show privacy-driven limitations of mobile data in terms of data accuracy, richness, and scope. Collapse

Abstract: Contact Tracing Mobile Apps emerged as a new IT-enabled tool with the potential to slow down infection COVID-19 transfers and thus save lives. However, despite their inherent capability to make a substantial technical contribution to fighting the pandemic, the adoption of CTMAs lags behind expectations. Against this background, our work seeks to produce a systematic and nuanced understanding of hitherto unconsidered yet significant determinants of CTMA adoption. On a more general note, we seek to derive valuable insights that can support decision-makers to accelerate CTMAs' adoption. Based on a large-scale study with 1,027 participants, we present new contextualized determinants that explain individuals' decision to adopt CTMAs. We also find that early in the process of adopting CTMAs, decision-makers have several levers at their disposal to influence the adoption of CTMAs. In contrast, decision makers' ability to influence individuals' adoption of CTMAs is more limited at later stages of the process. Collapse

Abstract: Topic models have great potential for helping researchers and practitioners understand the electronic word of mouth (eWoM). This potential is thwarted by their purely unsupervised nature, which often leads to topics that are not entirely explainable. We develop a novel method to iteratively generate seed words to guide the interactive topic models. We assess the validity and applicability of the proposed method by investigating the critical phenomenon of Contact Tracing Mobile Applications (CTMAs) post-adoption during a time of the COVID-19 pandemic. The results show that constructs developed through our interactive topic modeling can capture primary research variables related to the phenomenon. Compared to existing topic modeling methods, our approach shows superior performance in explaining users' satisfaction with CTMAs. Collapse
