Abstract: Should hospitals source electronic health records (EHR) systems from a single vendor or multiple vendors to deliver high-value care? We study hospitals’ EHR sourcing strategies based on their degree of integration with physician practices and its impact on the value of healthcare delivered. We propose a novel framework to define healthcare value as the extent to which a hospital effectively expends clinical resources to deliver services that improve patient outcomes. Drawing on modular systems and transaction cost economics theories, we propose a moderated-mediation model that explores the pathways through which EHR sourcing strategies can create value in healthcare. We test our research hypotheses on a large, longitudinal sample of U.S. hospitals and observe that hospitals with EHR configurations closer to single sourcing strategies exhibit greater health information sharing compared with hospitals with multisourced EHR systems. Furthermore, we find that hospital-physician practice integration moderates the impact of single sourcing on health information sharing, which in turn, improves value. Specifically, tighter integration between hospitals and physician practices can create greater value if it is aligned with hospitals’ EHR sourcing strategies. As the healthcare industry moves toward value-based payment reform, our findings provide a useful roadmap to practitioners and policy makers to improve the performance of hospitals and healthcare providers. Abstract: The servitization transformation is an important strategic planning and development trend for Chinese small and medium-sized enterprises (SMEs) in manufacturing to break through the low-end locking of the global value chain and achieve high-quality transformation and upgrading. Digital transformation is a new expansion and the main focus of technology and service innovation in the process of enterprise servitization. To comprehensively evaluate the development status of Chinese manufacturing enterprises’ servitization level and explore the het­ erogeneity effect of digital transformation on enterprise servitization level, this study conducts the following research. By analyzing the influencing factors of manufacturing SMEs’ servitization level and the mechanism of digital transformation, this study combines the panel data of SMEs in manufacturing from 2015 to 2020 and evaluates their servitization levels from static and dynamic perspectives using super-efficiency data envelopment analysis (DEA) and Malmquist index methods. Furthermore, this study examines the influence of digital trans­ formation on the servitization level of SMEs in manufacturing by using a digital input index and scenario comparison and analyzes the heterogeneous effects according to industry type. The results show that the ser­ vitization level of Chinese SMEs in manufacturing is not high, and its development is not balanced. Digital transformation plays a significant role in promoting the servitization of SMEs in manufacturing. The effect has obvious heterogeneity owing to differences in industry type. The research results can provide countermeasures and suggestions for the digitalization and servitization innovation development of SMEs in manufacturing, which can promote high-quality transformation and upgrading of Chinese SMEs in manufacturing and increase their position in the global value chain. Abstract: Digital platforms have emerged as an important technology underpinning the new economy. A key problem in such platforms concerns provisioning decisions for customer-service requests, in order to maximize the pro­ vider’s revenue subject to resource availability. Provisioning is important to meet customer needs, and in turn, for customer retention. The service provisioning problem, in addition to being NP-hard, is further compounded by the fact that the timeframe to make provisioning decisions is short, and more importantly, varies considerably across different platform domains. Digital-platform customers often request bundled services and are sensitive to when tasks get completed. We describe a behavioral-economic model of this problem and develop a domainindependent solution featuring a judicious combination of optimization-backed rule-based approach. Through extensive computational results, we show how our approach has the potential for generalizability and tailor­ ability across different domains in a seamless manner, thus offering the advantages proposed in the softwarereusability literature. Implications to platform sustainability, reusable platform solutions and to practical ap­ proaches to real-time platforms are also provided. Collapse

Abstract: Economies of the world invest in ICT with the uniform purpose of obtaining socio-economic benefits. Determination of the most appropriate path of success linking ICT to socio-economic benefits is a complex multidimensional problem that is not amenable to methodological approaches based on a single perspective. Policy analysts and researchers are, therefore, in need of adequate tools for modelling and analysing the complex ICT4D investment problem. In this paper, we present a consistent solution-oriented theoretical and methodological approach that focuses on discovering pitfalls and best practices that the experience of travelling “ICT → outcomes” path may offer. Specifically, we ask: “What are some lessons that ‘newer entrants’ (represented by the economies of Sub-Saharan Africa (SSA)) may learn from ‘earlier travelers’ (represented by Transition Economies (TE))?” Among many findings is the difference in the sources of growth in productivity between the SSA- and TE-dominated groups of economies. Besides practical insights, this study offers several contributions to policy-makers and researchers including: a theoretical framework that allows for conceptually complex inquiries into the matters of ICT4D and a multi-method methodology that can be used to identify (a) important areas suitable for benchmarking and (b) differences requiring a customised context-specific approach. Abstract: Healthcare Information Exchange (HIE) enables healthcare providers to access and share patients' medical information. While HIE is touted as a potential solution to address healthcare geospatial disparities, its impact on reducing inequality between urban and rural hospitals remains unclear. Using data envelopment analysis (DEA) to construct health professionals' productivity measure and applying the difference-in-differences (DID) approach, we reveal that hospitals with HIE adoption experience a significant increase in health professionals' productivity. However, this effect is only pronounced in urban hospitals but not rural hospitals, suggesting that HIE adoption does not mitigate healthcare geospatial inequalities. Additionally, our study reveals that HIE adoption leads to improved communication quality and clinical decision-making quality among urban health professionals, but not among health professionals in rural hospitals. The implications of these findings and the future work of the study are discussed. Collapse

Abstract: Accountable care organizations (ACOs) were established under the Affordable Care Act to address systemic problems afflicting the U.S. healthcare system related to high costs and poor quality issues. ACOs represent groups of healthcare providers that are responsible for coordinating patient care with the goal of improving health outcomes for their patient population. To develop a better understanding of the role of health information technology (IT) in a value-based care environment, we study (a) whether there are potential trade-offs between ACO efficiency and quality and (b) whether effective use of health IT enables ACOs to balance competing efficiency and quality objectives. We test our models with a nationwide sample of ACO data using a two-stage approach based on data envelopment analysis and econometric estimation. We observe that efficient ACOs do not make trade-offs with respect to healthcare quality, compared with inefficient ACOs. Furthermore, we observe that hospitals that participated in ACOs, and used IT effectively for care coordination with other providers, exhibited a positive association between efficiency and quality. ACOs with higher levels of meaningful use achievement of health IT demonstrate better patient health outcomes because of greater information integration with other care providers. Our findings imply that value-based incentives alone are not sufficient to resolve trade-offs between healthcare quality and efficiency, and healthcare policy needs to incorporate appropriate incentives to foster effective IT use for health information sharing and care coordination between healthcare providers. Abstract: Blood supply chains (BSCs) play a strategic and crucial role in healthcare systems especially in unexpected sit­ uations such as earthquakes and pandemic outbreaks. Nevertheless, measuring the sustainability and resilience of BSCs is a major challenge for many decision-makers in healthcare systems. To this end, this paper presents an advanced network data envelopment analysis (NDEA) method to evaluate the sustainability and resilience of BSCs. We deal with BSCs, including blood collection centers (BCCs), blood production centers (BPCs), and blood distribution centers (BDCs). A new directional distance function (DDF) is also developed for evaluating both the overall and stage efficiency scores. Our proposed model can deal with different types of data, including integers, undesirable outputs, negative, zero, and positive. The undesirable outputs are the outputs that adversely impact the performance of DMUs. Moreover, the developed method addresses the sustainability and resilience of BSCs. A case study is provided to demonstrate the usefulness of the proposed model. Collapse

Abstract: Microblogging has become a crucial channel for e-governments to interact with the public and has been evolving as a powerful and promising tool to address emergency management. The operational performance of an e-government microblog under emergencies plays a key role in shaping the e-government’s overall performance. This study creatively proposes a novel multi-indicator system for evaluating this operational performance in the life cycles of emergencies and applies these multiple indicators in a data envelopment analysis method to establish an evaluation model. Twenty-four e-government microblogs concentrating on the bus crash emergency in the Wanzhou district of Chongqing city are evaluated by this model. The evaluation results indicate that the proposed multi-indicator system and evaluation model are feasible and effective. This study’s findings indicate that e-governments should be encouraged to attach great importance to microblogs, pay direct attention to emergencies during their life cycles, concentrate on multi-stage evaluations to discover their performance changes across the “turning points” of emergencies, and collaborate with superior or subordinate e-governments to improve their microblogs’ operational performances. Abstract: Algorithmic decision making is gaining popularity in today's business. The need for fast, accurate, and complex decisions forces decision-makers to take advantage of algorithms. However, algorithms can create unwanted bias or undesired consequences that can be averted. In this paper, we propose a MAX-MIN fair cross-efficiency data envelopment analysis (DEA) model that solves the problem of high variance crossefficiency scores. The MAX-MIN cross-efficiency procedure is in accordance with John Rawls’s Theory of justice by allowing efficiency and cross-efficiency estimation such that the greatest benefit of the leastadvantaged decision making unit is achieved. The proposed mathematical model is tested on a healthcare related dataset. The results suggest that the proposed method solves several issues of cross-efficiency scores. First, it enables full rankings by having the ability to discriminate between the efficiency scores of DMUs. Second, the variance of cross-efficiency scores is reduced, and finally, fairness is introduced through optimization of the minimal efficiency scores. Collapse
