Abstract: The speed of emerging technology evolution and the concerns about the adverse outcomes put pressure on the incremental pattern of lawmaking. We conducted an empirical study by using Habermas' Theory of Communicative Action with the help of the Multiple Streams Framework in order to answer the question: what are the difficulties in the Information and Communication Technology (ICT) regulation process in Brazil? It is a qualitative research, applied to the three levels of the political-technocrat environment. The focus is the archival analysis of public records produced by specialized Science and Technology Committees from legislative houses in 2019, for an exploratory assessment of the difficulties. We aim at contributing to fill the gap in the studies of the regulation process of emerging technologies, which can become an additional competitive hurdle to a developing country. Collapse

Abstract: The digital platform has in a few years emerged as a key concept to depict a new kind of business model, organizational form and technical architecture. The transformational power of platforms is manifested by the notion of “platformization”, referring to the drive towards the platform as a dominant infrastructural and economic model.  In this paper, we analyze the nature of platformization processes and platform dynamics. We do this by applying a historical case study approach to the evolution of one digital platform, Microsoft Azure. By presenting three narratives we show how Microsoft Azure, has evolved from being mainly an efficient cloud computing and storage service to become a cloud platform, enabling digital capabilities and innovation at an unprecedented scale. We then discuss how this transformation towards a platform, was shaped by both the evolving digital materiality of the artefacts especially in terms of convergence and generativity, and the discursive work conducted by Microsoft through their official Microsoft Azure blog. We contribute with increased knowledge of innovative cloud platforms more specifically, and platform dynamics and platformization processes more generally. Collapse

Abstract: This study employs a design science perspective to propose a methodology for open strategic planning (OSP). Habermas’ discourse theory and Bryson’s strategy change cycle are used as informing kernel theories. A methodology is proposed to satisfy the requirements retrieved from the kernel theories. The proposed methodology contains modules for a planning system and a planning process. Design principles are explained through a blueprint of the system and process. The proposed methodology is applied and evaluated in two cases. Contributions to the literature involve extending the literature on OSP to an applicable methodology with guidelines on how to implement open strategy. Collapse

Abstract: Although numerous case studies and a body of theoretical work have addressed the open strategy topic (opening the strategy process to wider stakeholders groups) in the literature, approaches to implement open strategic planning has been less studied. In this study, the principles of design science research are employed, and pragmatic presuppositions from Habermas’ theory of discourse and the related literature are used to form a design methodology. The open strategic planning methodology contains a three-level architecture for a planning system, and a strategy process. The architecture component identifies three layers of the planning system. The planning process component explains a set of activities required to develop the strategic plan. The methodology is applied in two case studies and implementation challenges are discussed. This study contributes to the literature by introducing a comprehensive methodology of strategic planning and introduces new theoretical aspects to the field of open strategy. Collapse

Abstract: Reflective approaches in the context of Persuasive Systems Design (PSD) research are mainly concerned with reflection in the process of research and design and pay no explicit attention to the issue of how to communicate the research results of such a reflective form of research. On the other hand, Design Research (DR) literature in Information Systems provides several methodological guidelines for communicating DR knowledge, which are in principle applicable in a variety of fields, including PSD research. However, some DR methodologies explicitly value reflection in a research process, yet rarely consider DR communication, whereas others include communication as an activity without paying explicit attention to the communication of values and related design rationale. This paper provides a Reflect-and-Communicate schema for guiding DR communication and demonstrates its applicability by applying it to a published PSD research article. This paper contributes to the literature on the communication of DR knowledge in general and of value sensitive PSD research results in particular (including work in progress on design knowledge), by complementing and enriching the existing communication schemes with more speific concepts dealing with values, goals and actions. In addition, it adds a level of reflexivity in DR by allowing researchers to link reflections in a DR process with reflections in a DR communication process. Collapse

Abstract: Public sector information systems (IS) may produce unintended negative consequences that are very challenging to predict in advance. In this paper we seek to answer the following critical research questions: How does a democratic society identify and deal with ethically and morally problematic effects of public sector IS? What does it mean for public sector IS to be ethically and morally justified? What principles and norms should govern the discourse in a society to ensure resolution (and prevention) of these ethically and morally problematic effects? We answer these questions by providing empirical and theoretical argument, based on our investigation of My School – an Australian Government portal providing performance data about more than 9500 schools. By drawing from Habermas’ discourse ethics we identify problems in the current discourse on My School and propose principles for conducting public discourse to ensure resolution of pragmatic, ethical and moral concerns through a democratic process. Abstract: Behavioral cues to deception are instrumental in detecting deception. As one of the primary sources of deception behavior, text has been analyzed at the level of sub-sentence or message but not the discourse of interaction. Additionally, empirical studies on cues to deception in the case of multiple receivers remain nonexistent. To fill these voids, we propose a discourse framework and six hypotheses about deception behaviors in a multi-receiver environment. The deception behaviors are operationalized by discourse features based on an analysis of real-world data. The results of statistical analysis validate the efficacy of discourse features in discriminating deceivers from truth-tellers. Collapse

Abstract: A challenge in Information Systems Design Science Research (ISDSR) is the evaluation of constructed Information Systems Design Theories. March and Smith (1995, p. 254) state that “significant difficulties … result from the fact that artifact performance is related to the environment in which it operates.” Therefore, it is nearly impossible to achieve stable knowledge of the utility of ISDSR artifacts. This is a severe problem because—as in each scientific discipline—it should be able to show that there is progress in ISDSR. In this paper, we propose an approach for improving the stability of knowledge of the utility of ISDSR artifacts. We focus on instability resulting from the social setting of an evaluation context. By applying Habermas’s Discourse Theory, we show why a separation of stakeholder types is essential for gaining stable knowledge on the utility of ISDTs. Collapse

Abstract: Realizing business value and identifying the benefits arising from implementations of enterprise systems remains a significant challenge for both research and practice. A review of existing work on enterprise systems benefits reveals that current frameworks pay limited attention to contextual and temporal variations, socio-technical and business change, and levels of benefit realization. This research study investigates the complex mix of expected and realized benefits specifically arising from ERP systems. The aim is to address the limitations of current frameworks and extend theoretical understandings to provide a richer picture of ERP benefits and their contextual variation. Drawing on data gathered from more than 60 case study organizations of differing size, maturity and industry sector the study adopts an iterative content analysis to empirically derive a comprehensive benefits framework. The extended classification and the methodology used to construct it are presented and discussed along with their implications for future research and practice. Collapse

Abstract: Literature on explanation has shown that explanations have a positive impact on users’ acceptance of and trust in the advice provided, and that justification-type explanations give rise to more positive user perceptions of a system. This paper suggests a framework for organizing justifications, which is based on Toulmin’s model of argument and Habermas’ discourse theory. It justifies and illustrates with examples how Toulmin’s schema and Habermas’ discourse types can be integrated to represent and categorize justificatory knowledge. In addition, this paper briefly describes how the framework is implemented within the context of an adaptive recommender system to provide the basis for a strategic use of the justifications during product recommendations. This paper contributes to the literature on explanation in the context of Human-Computer Interaction (HCI) by suggesting a theory-based approach to the organization of justification-type explanations.
