Abstract: This paper explores how COVID-19 has impacted e-participation, i.e., participation by electronic means, in public decision-making, specifically in certain forms of local community budgeting. We expound the concept of e-participation and its sub-concepts and investigate these as applicable to participatory budgeting. 34 managers in five City Halls in Poland were interviewed on their views and experiences with moving public interactions on-line during the COVID-19 pandemic, particularly as these interactions relate to participatory budgeting. The findings indicate that COVID-19 has indeed accelerated the digitalization of the participatory budgeting procedures, and to some extent may have increased community participation in general. Abstract: Data analytics (DA) is a growing technique to generate knowledge of and to raise responsiveness to marketplace, yet relatively few studies clarified its framework and to examine its effects on marketing actions. This study builds a DA framework based on sense-and-respond perspective and practices and accordingly examines their impact on marketing agility and the mediating effects of market knowledge specificity. We conduct in-depth interviews and surveys to measure the new framework. Results from 198 observations confirm the new frame­ work and indicate that the DA constructs have positive but different effects on marketing agility and the mediation of market knowledge specificity. Abstract: Websites that allow consumers to post online reviews often allow others to signal the value of the reviews by voting for them as being helpful (i.e., an upvote) or unhelpful (i.e., a downvote). Although a review's content should drive votes, herd behavior may also be operative if consumers discount their own judgments of the review based on signals others provide. Using a field study of online product reviews from Amazon, a longitudinal experiment, and two cross-sectional experiments, we find evidence for herd behavior: consumers' voting de­ cisions and intentions are influenced by others' votes. However, this effect is complex with multiple moderating factors, including consumer involvement, review valence, and review diagnosticity. We discuss the theoretical and practical implications of these findings for reducing the potential negative effects of herd behavior in the context of online reviews. Collapse

Abstract: In its ideal, an e-society is a society where technology is fully accepted by the public in all aspects of daily life. Though this ideal may still be some time away, many aspects of the e-society are already in common use or are starting to become widely implemented. This includes e-government, e-democracy, einformation, e-service, e-participation, etc., which have the potential to greatly impact socioeconomic development. In this paper we explore how these innovative e-technologies may transform society in both developed and emerging economies and be used to avert social exclusion from democratic decision-making. Based on literature review, we define several commonly used e-concepts and illustrate their relevance to socio-economic development with practical application examples around the world. We conclude our paper by pointing to several promising research opportunities. Collapse

Abstract: Information Systems research acknowledges the importance of identifying requirements to ensure the artifact’s relevance. However, many research articles addressing blockchain technology for e-government capture the requirements that need to be fulfilled only implicitly by defining system objectives or evaluation criteria. Furthermore, focusing on specific use-cases encompasses the risk of overlooking those requirements, which are not as obvious but equally important. This procedure causes uncertainty regarding the requirements a blockchain-based e-government service needs to fulfill. Therefore, we conducted a systematic literature review on blockchain-based government-to-citizen (G2C) e-government services. On this basis, we categorized the requirements as we find that they address either the data of the system, the user, or the system itself. Our categorization provides a structured overview supporting researchers in conducting research on blockchain technology in the public sector and giving practitioners input to develop, test, and evaluate new blockchain-based G2C e-government services. Abstract: Principles required for secure electronic voting using the Internet are known and published. Although the Internet voting functionalities and technologies are well-defined, none of the existing state-sponsored Internet voting approaches in use incorporate a total Internet-based system approach that includes voter registration, the voting process, and vote counting. The distributed Internet voting architecture concept discussed in this article uses a novel thin client approach to Internet voting. The architecture uses existing technologies and knowledge to create a viable whole system approach to Internet voting. This article describes various aspects and processes necessary to support an integrated approach. The application programming interface software for many of the critical functions was developed in Python and functionality tested. A virtual network, including a cloud-based functionality, was created and used to evaluate the various conceptual aspects of the proposed architecture. This included the concepts associated with programming and accessing smart cards, capturing and saving fingerprint data, structuring virtual private networks using tunneling and Internet Protocol Security, encrypting ballots using asymmetric encryption, using symmetric encryption for secret cookies, thin client interaction, and creating hash functions to be used within a blockchain structure in a Merkle tree architecture. The systems’ primary user targets are individuals remotely located from their home voting precincts and senior citizens who have limited mobility and mostly reside in assisted living facilities. The research supports the contention that a cybersecure Internet voting system that significantly reduces the opportunity for mail-in voter fraud, helps to ensure privacy for the voter, including nonrepudiation, nonattribution, receipt freeness, and vote acknowledgment can be created using existing technology. Abstract: Despite concerns raised by security professionals, online voting is beginning to be used in some limited cases as a way for citizens to cast a ballot. In this research we investigate voter believability of election results conducted online as it relates to auditor source credibility and process design through an experimental scenario survey related to the 2020 United States election. Our results suggest source credibility of auditors is essential for voters to believe an election result where ballots are cast online. We also find a strong partisan effect on perceptions of source credibility and election results believability. Implications for research and practice are discussed as well as opportunities for future research. Collapse

Abstract: There is plenty of instances where blockchain was already proven to be a technology to coordinate voting where a decentralized approach can make voting possibly more secure. This work focuses on the design of smart contracts, which lastly coordinate automatically a voting process. The design is crucial, therewith voting purposes can be successfully reached. In this work, game theory and mechanism design are used to design a voting mechanism that maximizes social welfare among the participants for complex and multi-criteria decision-making for common goods. This theoretical contribution is exemplified by considering a city forest the participants can decide over by blockchain voting. Abstract: Despite the great importance of designing innovative business models, a validated methodology that helps related process is still not available. To fill this gap, this research introduces business model management concepts that consider business models as individual entities that can be systematically developed and managed by utilizing science based methodology. This study mainly focuses on proposing business model evaluation and deployment framework by applying analytic network process (ANP), a multi multiple criteria decision-making method and portfolio matrix strategy. The proposed evaluation method is designed to consider both internal and external perspectives where internal perspective is measured through ANP method by employees, while external perspective is measured through customer survey by in-depth interview. The obtained values from ANP and customer survey are then used to construct the business model portfolio matrix for continuous business model management. To this end, this study identifies 12 criteria within three different categories employed in ANP analysis and business model portfolio matrix, respectively. The proposed framework for managing business models provides new insights to both practitioners and academics. It regards business models as individual entities and introduces a way to practically apply the business model concept. It also provides managers with guidelines to manage business model alternatives in terms of evaluation, selection, and continuous management. Finally, because this study is, to the best of our knowledge, one of the first attempts to employ the portfolio management concept in business model research, it can function as the foundation for future applied business model research. Abstract: With the rise of misinformation epidemic, this study aims to empirically investigate the consequences of an online commenting platform’s activity-capping policy on abusers’ and regular users’ activities. Utilizing a quasi-experimental setting, we find that restrictive policies not only curtail the activity of the abusers but also promote the activity of regular users. Results show that the policy has an asymmetric effect on abusers and regular users— while it effectively reduces the actions of the malicious users by 1.8%, it promotes the activities of the regular users by 2.2%. To better understand the behavioral change of the regular users, we draw from the rational economic perspective of voting decisions and provide initial evidence that such policy measures reinforce the subjective probability of being influential on the outcome. This study will provide valuable implications to managers and policymakers to estimate the consequences of and to combat against malicious behaviors and to promote free speech in online platforms.
