Abstract: Agile enterprise architecture management (EAM) is a means to cope with the pressure for continuous architectural change in the context of short innovation cycles. However, the literature states a lack of practical EAM approaches. Therefore, this study aims at fostering the development of agile enterprise architecture frameworks (EAFs) by providing agile requirements and implementation concepts based on a literature review and an exploratory multiple-case study in three organizations of the logistics and construction tools industry. The multiple-case study’s ranking by importance sets the focus on three requirements, for which implementation concepts are revealed. The gained insights make the concept and benefits of agile EAM tangible, indicate a shared understanding between the cases, and afford opportunities for future research. Collapse

Abstract: Our study contributes to the nascent discourse on enterprise architecture management (EAM) benefits by pro­ posing a theory-led, empirically validated model to explain how EAM benefits unfold. Drawing on the resourcebased theory, and based on empirical insights from 8 case studies, we find that EAM does not create benefits per se, but only creates value if an organization develops four second-order EAM capabilities – EA modeling, EA planning, EA implementation, and EA governance. The discovery that EAM resources only unfold their potential when forming EAM capabilities casts doubt on the established practice of initiating EAM as a modeling and documentation endeavor. Abstract: Governmental and local authorities are facing many new information and communication technologies challenges. The amount of data is rapidly increasing. The data sets are published in different formats. New services are based on linking and processing differently structured data from various sources. Users expect openness of public data, fast processing, and intuitive visualisation. The article addresses the challenges and proposes a new government enterprise architecture framework. The following partial architectures are included: big and open linked data storage, processing, and publishing using cloud computing. At first, the key concepts are defined. Next, the basic architectural roles and components are specified. The components result from the decomposition of related frameworks. The main part of the article deals with the detailed proposal of the architecture framework and partial views on architecture (sub-architectures). A methodology, including a proposal of appropriate steps, solutions and responsibilities for them, is described in the next step - after the verification and validation of the new framework with respect to the attributes of quality. The new framework responds to emerging ICT trends in order to evolve government enterprise architecture continually and represent current architectural components and their relationships. Collapse

Abstract: In the last decade, Enterprise Architecture (EA) has been proposed to have the potential to improve and support strategic alignment between business and IT. This paper reviews the literature on cross-domain strategic alignment, as well as on Enterprise Architecture, and presents a new model to depict strategic alignment between business and IT by augmenting the widely cited Strategic Alignment Model (SAM) with an Enterprise Architecture framework, The Open Group Architecture Framework (TOGAF). The contribution of this paper is that it intends to present a holistic, generic model by synthesizing the SAM with the constructs of TOGAF to present a more comprehensive technique of modelling strategic alignment of business and IT. Also, the model illustrates this using Enterprise Systems as the chosen IT platform. Abstract: In an increasingly digitized environment, enterprises face new challenges. Enabled by ubiquitous Internet accessibility, people, places, and products have become more interconnected and are gradually merging into the Internet of Everything. Simultaneously, a new generation of connected customers is emerging that is establishing new requirements for the capabilities of enterprises to communicate, interact, and respond to unforeseen events. As customer satisfaction is the central source of future competitiveness, companies must initiate a transformation towards a connected enterprise. By analyzing the characteristics of the connected customer, this paper presents guidelines for enterprises to address customer needs adequately and manage their operations in the Internet of Everything. Building upon established enterprise architecture frameworks, we apply a Design Science Research procedure to derive four practical recommendations. Thus, enterprises must manage their business processes holistically, implement information systems and standards for data exchange, provide mechanisms for real-time business intelligence, and determine their optimal degree of connectivity. Abstract: In the developing economies such as The Gambia (i.e., the case study country), inefficient government services, poor governance and corruption are a major driver of socio-economic inequality, and impede development and accountability of public institutions. Efficiency and Effectiveness are important factors to determine performance and quality of public sector services. In The Gambia, as in many developing economies the current practice of public sector operations relies heavily on the use of manual processes and paper work, which contributes to the inefficiencies and ineffectiveness greatly. Recently, the use of eGovernment tools has emerged as a solution to this phenomenon. Abstract: Managing information about client requirements effectively can contribute to improve the quality of built facilities, and their related services. However, the process has been challenging to construction project management often resulting in failed projects. This necessitates an overwhelming need for a better approach. This paper presents a novel enterprise architecture framework for managing information about client requirements across all phases of a construction project and through-life of a built facility. The Integrated electronic Requirements Information Management Framework (eRIM) defines an information-centric, and process and service-oriented enterprise architecture approach to requirements management. It also describes how Information and Communication Technology (ICT)/Information Systems (IS) can support this information management. In developing the framework, findings from three case study projects were collated through observations, a questionnaire and interviews of construction practitioners. It is concluded that when implemented and incorporated in the management of construction projects, the eRIM architecture framework can potentially contribute towards improved and more efficient and effective management of client requirements across all stages of a project. Abstract: The Colombian e-government strategy, defined by the Ministry of Information Technologies and Communications (MinTIC), advises Colombian public entities to evaluate the possibility of adopting cloud services instead of acquiring and implementing technology infrastructures. In addition, the MinTIC defined the government's reference framework for enterprise architecture, which establishes a set of guidelines to ensure the quality of IT services. Public institutions should comply with these directives even when they contract services with external providers. In this context, this article aims at identifying evaluation criteria to enable Colombian state institutions to assess the convenience of adopting cloud services in compliance with the MinTIC’s guidelines. To this end, we review the research literature in the field and analyze the e-government guidelines to extract evaluation criteria. As a result, 48 criteria were found and classified in six evaluation categories. Collapse

Abstract: Agile EA is the process for managing enterprise architecture modeling and redesign efforts with principles of agile methods. However, very little work has been done till date on how organizations adopt these methodological innovations such as integration of agile methods with enterprise architecture. This is problematic, because we know that organizations face stiff challenges in bringing new innovations that fundamentally disrupt their enterprise architecture. Hence we ask: How does agile EA get adopted in practice and what are the underlying mechanisms through which teams self-organize and adapt? To this end, we studied a large-scale agile EA development effort to modernize the legacy systems at a top railroad company referred to as “Alpha” (a pseudonym). Our qualitative analysis shows how multi-teams self-organize and adjust the pace of the development efforts by strategically (1) choosing different type of agile methods and (2) embedding resources across teams for increasing communications. Abstract: With the rapid development of economic globalization and enterprise informatization in emerging markets, the key to making the most out of the two rests within how to integrate and share information as well as how to provide critical and accurate data for enterprise decision makers. However, at present, many enterprises are still in the early stage of research and exploration into the concrete practice of enterprise architecture. Under the milieu of globalization, it is increasingly necessary for an enterprise to improve cognition and practices of informatization construction. Also crucial for enterprises is the ability to exploit and develop a myriad of architecture frameworks in order to remain creative and dynamic in this field in order to determine which EAF suits them best. Enterprises should do so based on the understanding of not only business strategy and process, but also on the meanings of EA frameworks. This paper defines a classification system which is used to analyze 55 different EA frameworks. The data basis refers to the listing of EAFs by Matthes (2011) in his book, “Enterprise Architecture Framework Compendium”. This paper aims to allow managers to make easier decisions when selecting Enterprise Architecture Framework on the basis of an integrated and compressed overview. Collapse
