Abstract: Enterprise architecture (EA) is a systematic approach used for designing and implementing changes in technological systems and processes to improve organizational performance and align technology with business. This paper unpacks the process through which EA moves from strategic-level endorsement to diffusion across organizations. The insights provided are based on a longitudinal case study within the Norwegian hospital sector. An institutional work lens is adopted to analyze the purposeful activities carried out to introduce EA in Norwegian hospitals providing a granular view on diffusion. The paper provides a rich description of the institutional work employed by the key actors involved mapping them to different turns in EA's trajectory. Drawing from this analysis, we contribute to Information Systems literature with a conceptual model that illustrates how institutional work can mitigate the challenges of moving from the strategic-level endorsement of novelty to its diffusion and institutionalization smoothing downturns along the way. The findings indicate ways to facilitate the introduction of EA within complex organizations, providing insights for practitioners involved in EA initiatives, and advancing extant EA research through an institutional perspective. Abstract: Digital transformation in the public sector offers opportunities for developing countries to address socioeconomic development challenges related to citizen wellbeing. While countries in the developed world digitally transform their public sector procurement for socioeconomic development, many in the developing world are yet to do so. Existing information systems research on digital procurement in developing countries has focused more on adoption, strategy, and design. Little is known about how manual procurement practices are digitally transformed in the public sector of developing countries for socioeconomic development. This study employs interpretive case study as a methodology and activity theory as analytical lens to investigate how manual procurement activities in the public sector get digitally transformed and its effect on socioeconomic development in a developing country context. The findings have implications for research, practice, and policy.The developed procurement platform (GHANEPS) has two parts. These modules allow the performance of various procurement activities on the system. The PDW on the other hand is the database that stores information on all procurement activities and is supposed to be connected to external ERP systems, other data repositories, and business intelligence systems. The project manager observed in one of the training sessions that Our inability to successfully train and bring on board all public sector institutions is as a result of the COVID-19 emergence and other challenges in the public sector. This has delayed the training sessions. This means that the government effort to enhance the country's socioeconomic development within the medium term is going to be affected. Collapse

Abstract: Strategic alliances require mutual trust and collaboration between organizations. To increase alliance perfor­ mance, organizations in a strategic alliance are more likely to interpret each other’s equivocal behaviors in a positive way to sustain the stability of the relationship. Different from traditional mechanisms to build inter­ organizational trust, blockchain facilitates trust among alliance partners via its technology advantages, for example, public ledger and distributed consensus. The decentralized and distributed nature of a blockchainbased system assures that no single organization can add information to the chain without an approval from the alliance, nor can it make unilateral changes in the system. Drawing from the Affordance Theory, we propose an exploratory research design to understand the structure of a blockchain-based system, as well as how this blockchain-based system influences interorganizational trust in a strategic alliance and how blockchain-enabled interorganizational trust influences alliance performance. The case studies of two eastern banks indicate that the technical features of blockchain can help reduce equivocal behaviors and improve interorganizational trust. We discuss the findings and conclude the paper with implications. Collapse

Abstract: Information systems development (ISD) requires dynamic and flexible ways of working, particularly when developing requirements in collaboration with customers. Although prior research has acknowledged the importance of objects to support ISD practices, there has been a lack of frameworks to help discern the multiple overlapping roles objects play to support requirements development in a variety of ways throughout an ISD project. This paper explores and theorizes this phenomenon by leveraging multiplexity as a theoretical lens to analyze an extensive qualitative data set from a case study at a Swiss multinational banking software provider. Results show how diagrams and prototypes both play the roles of epistemic, activity, boundary, and infrastructure objects as a reflection of how they are used in requirements development. Our analysis articulates how two classical requirements specifications play multiple overlapping roles to support dynamic and flexible ISD practices. Abstract: Initially designed to protect intellectual property (IP) of digitalized information goods such as music, games, or books, existing centralized digital rights management (DRM) systems mostly serve the interests of major publishers, with scant inclusion of rights owners, creators, and consumers. Although various blockchain-based DRM systems have been proposed, most of them mirror existing counterproductive IP restrictions. Analyzing the music industry as a case in point, this paper proposes design principles for blockchain-based DRM systems that provide an integrated and flexible solution by enabling transparent music licensing structures, consistent and complete rights metadata, and efficient and transparent royalty payout. The solution can be achieved by storing rights metadata on a public distributed ledger, by validating metadata through a consensus mechanism on a permissioned blockchain, and by algorithmically enforcing royalty payout via stablecoin through a smart contract. The design principles were evaluated by industry experts, validating their benefit for the music industry by increasing surplus value that is currently destroyed through previous suboptimal designs. Abstract: Information systems (IS) strategizing is particularly challenging for established organizations because of their historical conditions. The question of how established organizations can effec­ tively manage their historical conditions in IS strategizing remains under-explored. To address this question, we conducted a case study tracing the history (1960–2020) of an established or­ ganization in the building and construction industry. Through the analysis, we found four sys­ tems: accounting management system, business communication system, knowledge management system, and community collaboration system, as the historical conditions that formed an IS imprint, which was later managed and reproduced during IS strategizing. Using the imprinting lens, we developed an understanding of: (1) the formation of the IS imprint at the organizational foundation; and (2) the reproduction of the IS imprint, considering imprint-as-resource and imprint-as-constraint during IS strategizing. We contribute to the literature by providing an un­ derstanding of how historical conditions inform IS strategizing in the long term and by applying the imprinting lens to uncover the process through which an IS imprint is strategically managed and reproduced beyond the founding phase. The insights developed from this study are trans­ ferable to similar organizational contexts for managing historical conditions in IS strategizing. Collapse

Abstract: Immersive Virtual Reality (IVR) technology is becoming central for Information Systems (IS) research. However, existing studies in IS fall short of providing insights into how the IVR experience becomes meaningful for end-users.To increase granularity and specificity in this regard, researchers have suggested that the IVR experience can become meaningful due to its fleeting feeling of escapism. In this paper, I explore and characterize how individuals use the IVR experience to create meaning in the context of meaningful escapism, by undertaking a phenomenology inspired inquiry, based on Heideggerian views on meaning, meaningfulness, and world. Interviews and analysis were conducted within an empirical case of IVR fire safety training. As a result, four characteristics of the IVR experience as a meaningful form of escapism were unveiled: a sense of content, a sense of familiarity, a sense of mood, and a sense of care. Throughout this study, I offer a nuanced perspective on how the characteristics contribute to clarifying the distinctions and relationship between meaning and meaningfulness, as well as how the IVR experience becomes a meaningful escapism that provides an alternative of individual's being-in-the-world, into a being-in-the-virtual-world, also known as Virtual Dasein. Further, this study contributes to the IS field by advancing the current discourse on IVR research and escapism, from a phenomenological perspective.which then might find its place into our lifeworld and thus makes the experience feel meaningful. It is against this background that this paper asks the following research question: RQ1: How do individuals use the IVR experience to create meaning in the context of meaningful escapism?This study deliberately asks 'how' rather than 'what', because how the IVR individuals use the IVR experience to create meaning is a subject matter for inquiring about the lifeworld of an individual (Van Manen, 2017), which deals with the sensory perception (also known as 'qualia') of the feeling of meaningfulness. In other words, the emphasis is on the meaningful user activity in the context of meaningful escapism rather than on the category of a 'meaningful way of escaping the world'.Meaningfulness is in such terms, as will be explicated in the latter parts of this paper, felt through a mood derived from how the IVR experience matters to the end-user's lifeworld , rather than being a fact that the experience is meaningful (Freeman & Elpidorou, 2015). Hence, the becoming part of the research question is central to exploring how the IVR experience can be perceived or felt as a meaningful escapism by end-users of IVR technology. As such, the research question motivates a phenomenological inquiry that helps this study to address the question, because phenomenology studies the lived experience of sensory perceptions and the phenomena that contribute to meaning and meaningfulness in our lifeworld (Van Manen, 2016.More specifically, this study employed a phenomenological inquiry based on Martin Heidegger's (1962) phenomenology with a particular focus on meaning, meaningfulness, and the notion of 'world'. Moreover, this study applied a phenomenological approach to interviewing and data analysis (Bevan, 2014). The phenomenological interviews were conducted together with participants of IVR fire safety training, participants who, on a daily basis, work as train operators and train drivers for Sweden's largest train operator company. In summary, the phenomenological inquiry helped this study to (i) identify situations where the participants of the fire safety training feel that the IVR experience urges them to escape the world; (ii) unveil and characterize how the IVR experience becomes an escapism; and (iii) provide a discussion about the IVR experience in IS, which goes beyond the ontological assumptions of representationalismbeing the ontological view that has dominated extant Collapse

Abstract: Healthcare systems across the globe are riding a wave of clinical health IT investment, centered on electronic health records (EHR) systems. Supported by governmental incentives, this build-out has positioned the healthcare system for a period of transformation as EHR functionality has become ingrained in the work routines of healthcare providers and other system participants. We report on a field study of healthcare participants in the United States to explore the influence of EHR use on the boundaries and practices of the field. Our grounded theory analysis reveals the interplay between the field practices of individual communities and the boundary spanning practices that unite them. Through the adoption of a practice perspective, we highlight the changes to both boundary spanning and field practices engendered by enterprise EHR use and propose the complementary mechanisms of reticulation and boundary molding by which those changes emerge. We conclude with a consideration of the positive and potentially negative consequences of EHR use for delivery of healthcare services. Collapse
