Abstract: Information privacy is increasingly important in our digitally connected world, particularly in healthcare, and privacy regulations are ramping up to promote appropriate privacy practices. As a digital platform that enables healthcare providers to exchange protected health information (PHI), a health information exchange (HIE) is governed by health information privacy regula­ tions. The challenge for HIEs is to operate in a way that will maximize information exchange while maintaining compliance with regulations that may constrain the sharing of PHI. Regula­ tions impose a measure of universality through compliance requirements, while being flexible to allow adaptation to the local context. However, our longitudinal case study into the privacy policies of an HIE, demonstrates that the journey of privacy ideas from their original formulation in regulations, to their ultimate enactment in an organizational setting, is accompanied by translations, such that the final implementation may vary extensively from its original form. Such variability often results in interpretations that differ from what the regulators intended. Conse­ quently, translation guardrails are necessary to protect against problematic translations of reg­ ulatory ideas which could lead to compliance issues and loss of platform participation. Our findings offer two contributions. First, we contribute to the compliance literature by explaining how guardrails can balance the use of permission and obligation schemas which are necessary to translate regulations into effective organizational policies for the success of HIEs and other in­ formation exchange platforms. Second, we contribute to extending translation theory by explaining how pragmatic reasoning schemas function as the mechanism through which trans­ lation of regulations occurs. Collapse

Abstract: With the increasing digitalization of health data, patients need to make informed decisions about the online sharing of their protected health information. This necessitates a robust technical infrastructure that enables patients to self-manage consent and the trusted exchange of this information across sharing entities. Unfortu­ nately, current health information exchange systems in the U.S. are limited in both these regards. While there is recent work on digital patient consent management, there is limited work that provides effective solutions for patient self-management of consent. Further, interoperability issues in the way health information exchanges are currently architected and differences in regulations across localities exacerbate the challenges of consent man­ agement. In this research, we survey potential patients' willingness to self-manage healthcare-related consent. Having established the desire for consent self-management, we propose a solution that enables the seamless sharing of patient consent across different healthcare providers and health information exchanges. Specifically, we use a rigorous design science approach to create a blockchain-based, self-managed patient consent system and we evaluate the design through an instantiated prototype. The results of our study should be useful to researchers in healthcare information management as well as to practitioners designing consent management systems. Our research contributes to design science research with an innovative, rigorously evaluated, design principles-based artifact that addresses a critical problem of sharing protected health information. Abstract: Introduction to the special issueInformation Communication Technology (ICT): People, Culture, and Globalization The broad objective of this Special Issue (SI) was to deliver new insights into the management of Information Communication Technology (ICT) in the view of ICT users', consumers', or managers' cultural diversity, in order to enhance our understanding of how ICT connects people across countries or cultures and affects their behavior. Understanding how ICT and culture affect human decisions is timely and of crucial importance because ICT is a driving force behind almost any form of business internationalization or globalization. Although the COVID-19 pandemic and Russia's war in Ukraine currently lead to a slowdown in business globalization, it is clear that many firms continue to operate in, or expand into foreign countries, as well as deal with people from different cultures within a country. Almost all firms and organizations today use ICT to connect with people and must therefore address questions of how culture affects ICT usage and user behavior, and what the consequences are for the organization.We therefore aimed to bring together a group of international researchers in marketing and related disciplines broadly concerned with business globalization and ICT management. The SI was initially planned as part of the Royal Bank International Research Seminar (RBIRS), which has since 2001 been very successfully held bi-annually in Montreal, Canada. RBIRC, the international conference version, was also very successfully held in 2010 in Tokyo, Japan, in 2012 in Shanghai, China, and in 2016 in Wuxi, China. RBRIS has since many years brought together likeminded researchers from across the globe, who share research interest frequently in fields related to the role of culture in consumer behavior, how consumers interact with technology, as well as links between the two. We thus planned to organize the 2020 edition of RBIRC at Kedge Business School in Marseille, France and link this SI to it as an opportunity for researchers to publish innovative and relevant work. Unfortunately, the emergence of COVID-19 as a global pandemic has scuttled our ambitious plans, and we were ultimately forced to cancel RBIRC 2020 for the well-known restrictions that prevented us making the conference meeting happen in Marseille. We regret these circumstances very much and hope that future issues of RBIRS can happen in-person again.Given that a number of authors had prepared targeted manuscripts before we cancelled the conference, we decided to maintain the SI, with the kind approval of the Editor-in-Chief, Yogesh Dwivedi, to whom we are most grateful. Despite the difficult circumstances, we received 11 manuscripts that underwent careful peer reviews, and we have finally accepted three of them for inclusion into the SI. The three papers cover three different forms of modern ICT, namely social media, human-like service robots, and P2P accommodation-sharing platforms. The authors of these papers use various types of methods and data to tackle different phenomena that enhance our understanding of how culture affects ICT usage and behavior.The first paper by Takhar, Bebek, & Jamal (2021) offers insights into the role of social media's liminal characteristics (anonymity and freedom) for ethnic minority consumers' social-cultural identity construction. Given their multicultural social environments, ethnic consumers in particular experience cultural tensions in their daily lives related to potentially conflicting online-and offline cultural-social identities. Focusing on Instagram and third-generation British Sikhs, and using a multi-method qualitative research design (observations, nethnography, and semi-structured interviews), the authors demonstrate how liminality enables imagined or idealized social-cultural identities with important implications for social media marketing, such as virtual brand communities. Marketers should consider liminality as a factor that empowers consumers' identity construction, which can help them develop stronger and more sustainable customer relationships.The second paper in this SI, written by Pitardi, Bartikowski, Osburg, Collapse

Abstract: Online users frequently rely on social networking platforms to transmit public concerns and raise awareness about societal issues. With many government organizations actively employing social media data in recent times, the need for processing public concerns on social media has become a critical topic of interest across academic scholars and practitioners. However, the growing volume of social media data makes it difficult to process all the issues under a single umbrella, causing to overlook the main topic of interest within communication technologies, such as privacy. For example, during the COVID-19 pandemic, arguments on privacy and health issues exploded on Twitter, with several threads centered on contact tracking, health data gathering, and its usage by government agencies. To address the challenges of rising data volumes and to understand the importance of privacy concerns, particularly among users seeking greater privacy protection during this pandemic, we conduct a focused empirical analysis of user tweets about privacy. In this two-part research, our first study reveals three macro privacy issues of discussion distilled from the Twitter corpus, subsequently subdivided into 12 user privacy categories. The second study builds on the findings of the first study, focusing on the primary difficulties highlighted in the macro privacy subjects—contact tracing and digital surveillance. Using a document clustering approach, we present implications for the focal privacy topics that policymakers, agencies, and governments should consider for offering better privacy protections and help the community rebuild. Abstract: With societal challenges, including but not limited to human development, equity, social justice, and climate change, societal-level digital transformation (SDT) is of imminent relevance and theoretical interest. While building on local-level efforts, societal-level transformation is a nonlinear extension of the local level. Unfortunately, academic discourse on digital transformation has largely left SDT unaccounted for. Drawing on more than 25 years of intensive, interventionist research engagement with the digital transformation of public healthcare information management and delivery in more than 80 countries in the Global South, we contribute to theorizing SDT in the form of a design theory consisting of six interconnected design principles. These design principles articulate the interplay and tensions of accommodating over time increased diversity and flexibility in digital solutions, while simultaneously connecting local, national, and regional/ global efforts. inception in three townships in post-apartheid South Africa, different versions and configurations of the DHIS have been adopted by more than 80 countriesincluding all but two African countries south of the Sahara, Norway, and other "developed" countriesthrough the efforts of universities, ministries of health, international organizations, funding, and various other agencies. Although the need to co-create services with customers has been recognized, a systematic approach of how to include this sensitive source of innovation in the service innovation process is still lacking. This research explores the potential of data governance practices for data-driven service innovation. Data principles for the governance of customer data are collected and assessed by practioners in order to provide conceptual support for organizations and to facilitate the service innovation process. The results of this research integrate data principles of different research streams and offer a framework of data principles that can be applied in the design and management of data-driven services. Abstract: The quest to open black box artificial intelligence (AI) systems evolved into an emerging phenomenon of global interest for academia, business, and society and brought about the rise of the research field of explainable artificial intelligence (XAI). With its pluralistic view, information systems (IS) research is predestined to contribute to this emerging field; thus, it is not surprising that the number of publications on XAI has been rising significantly in IS research. This paper aims to provide a comprehensive overview of XAI research in IS in general and electronic markets in particular using a structured literature review. Based on a literature search resulting in 180 research papers, this work provides an overview of the most receptive outlets, the development of the academic discussion, and the most relevant underlying concepts and methodologies. Furthermore, eight research areas with varying maturity in electronic markets are carved out. Finally, directions for a research agenda of XAI in IS are presented. Collapse

Abstract: Strategic alliances require mutual trust and collaboration between organizations. To increase alliance perfor­ mance, organizations in a strategic alliance are more likely to interpret each other’s equivocal behaviors in a positive way to sustain the stability of the relationship. Different from traditional mechanisms to build inter­ organizational trust, blockchain facilitates trust among alliance partners via its technology advantages, for example, public ledger and distributed consensus. The decentralized and distributed nature of a blockchainbased system assures that no single organization can add information to the chain without an approval from the alliance, nor can it make unilateral changes in the system. Drawing from the Affordance Theory, we propose an exploratory research design to understand the structure of a blockchain-based system, as well as how this blockchain-based system influences interorganizational trust in a strategic alliance and how blockchain-enabled interorganizational trust influences alliance performance. The case studies of two eastern banks indicate that the technical features of blockchain can help reduce equivocal behaviors and improve interorganizational trust. We discuss the findings and conclude the paper with implications. Collapse
