Abstract: Peer-production communities can create great value and foster innovation for their members, even in situations where resources are extremely scarce. How these communities create or acquire necessary resources in such settings is an important theoretical and practical question. In this paper, I investigate how a peer-production community overcame substantial resource challenges, using the analytic lens of bricolage theory, in a longitudinal study of HomeNets, communities of residents that developed residential Internet infrastructures and services for a million users in Minsk, Belarus, without funds, material resources, knowledge, or formal legal status. The findings illustrate that communities develop their missing resources by engaging in multiple coexisting bricolage forms and processes, which help them to successfully incorporate the individual and collective resource building efforts of their participants and address the challenges specific to the continuously evolving community. Based on the findings, I propose a model of community resource development with bricolage, discuss theoretical and practical implications for studies on communities and bricolage, and suggest areas for further research. Abstract: To tackle the ubiquitous cybersecurity threats, a few countries have enacted legislation to criminalize the production, distribution and possession of computer misuse tools. Consequently, online hacker forums, which enable the provision and dissemination of malicious cyber-attack techniques among potential hackers or technology-savvy users, are subject to censorship. This project examines the mixed impacts of online hacker forum censorship on users’ contribution to protection discussion through a natural experiment with large-scale content analysis. We find that while the enforcement indeed reduced the discussion on malicious cyber-attacks, the discussion on cybersecurity protection could increase or decrease in different scenarios. The rationale is that while the online hacker forum censorship imposes risk to the discussion of malicious attacks, it also reduces the potential benefit from discussing protection issues. Abstract: a b s t r a c tWidespread use of online social networking services (SNSs) exposes users to a variety of risks. This study examines the UK's Data Protection Act 1998 (DPA) and considers the wider regulatory landscape in the UK. Although based on EU legislation, the DPA has shortcomings in enforcement and in regulating global services using national legislation. Lessig's model of internet regulation was used as a starting point to examine the alternative regulatory mechanisms that apply to personal data on SNSs. Interviews with industry experts highlighted self-regulation as a major influence on the behaviour of users and SNS providers. This has been incorporated into a new model of regulation that applies to SNSs. The resulting model has identified the following modes: law (statutory legislation), self-regulation (privacy policies and self-regulation of the online advertising industry), code (the way services are designed and their system architecture), and norms (expressed as user behaviour and collectively as market behaviour). The paper concludes that this new model of regulation is needed to adequately describe the current regulatory landscape as it applies to social media. This may form a better basis for evaluation of regulatory effectiveness in the future. Collapse
