Abstract: In multiple criteria decision-making (MCDM) problems, ranking alternatives is usually the end. However, in real life, it is rarely an end in itself and serves as a means to an end. Further, in real-life problems, the selection of alternatives is usually made with the aid of unique experts, and thus minimizing the influence of the uncertainty of their subjective judgements on the optimality of the decisions is a critical issue. The current study proposes a novel Interval Ordinal Priority Approach to objectively solve these and other issues by allowing uncertainty analysis and quantification. The study argues that when the model’s input contains uncertainty (even if represented by crisp numbers), expecting the output to be free from uncertainty is an unrealistic conjecture. Therefore, unlike the conventional MCDM models producing crisp weights, the proposed approach yields interval weights with the length of the interval representing the uncertainty (inconsistency among the experts’ judgements). Also, instead of resorting to the subjective measurement of thresholds to qualify or disqualify a set of inputs based on the degree of uncertainty, a novel objective measure of threshold is put forward. The validity of the proposed method is demonstrated through illustrative examples and comparative analysis. Later, the study is concluded with the implications for real-world decision-making. Abstract: In this paper, we apply the Analytic Hierarchy Process approach to conflict resolution in the context of the Russia–Ukraine conflict. We build models that illustrate the evaluation criteria, strategic and sub-criteria, and concessions for each party in this negotiation. Ratings are used to evaluate the degree to which concessions contribute or take away from successful resolution of the conflict. Afterwards, gain ratios are built to determine the benefit-cost scores so that concessions may be traded that result in equitable solutions. The approach presented here demonstrates for the first time why all concessions that parties to a conflict may offer might not trade all at once. A Max–Min optimization approach is used to maximize the gain to both parties of the conflict while minimizing the disparity in gain between the two. Collapse

Abstract: An important challenge facing higher education institutions is authentically assuring graduate capabilities, including the assessment of 'softer skills'. Many institutions have developed procedures through curriculum reform and renewal processes, but too often these processes involve isolated approaches such as 'ticking the box', use of summary statistics and gap analysis which are both imprecise and piecemeal. Despite growing interest in assuring employable graduate capabilities, there has been little research into using a structured holistic approach engaging with multiple key stakeholders. This research proposes a decision support system adopting a multi-criteria decision approach (MCDA) to appraise whole of degree level outcomes and the robustness of assessment policy decisions. The objective is to authentically assure graduate capability by considering multiple key criteria to reduce arbitrariness of current approaches to assessment design. Abstract: The study models inter-relationship among key enablers that influence the growth of FinTechs that offer credit services to small and medium enterprises (SMEs). It focuses on emerging market of India, which is the world’s third-largest FinTech centre. It employs Grey DEMATEL method to measure the cause-effect relationship based on the assessment given by FinTech practitioners, experts, policymakers, and investors. The results show that credit demand by SME borrowers, availability of alternate data sources, and Covid-19 are the critical enablers that exercise strong impact on FinTech system. Collaboration between FinTechs and traditional financial institutions, end-to-end financial solutions, and scalability of business operations are recognized as critical dependents that are hugely affected by others. The study recommends policymakers to foster collaborative environment, strengthen digital data landscape, and improve financial literacy to develop FinTech sector. It recommends practitioners to focus on data security and to offer end-to-end financial solutions to its SME borrowers. Collapse

Abstract: A new European Union regulatory framework for the telecom sector has been under a process of transposition to national laws by its member states that should have been completed by the end of 2020, notwithstanding some delays. A core purpose of the regulatory framework is to guarantee that most citizens will have access to very fast Internet connections, capable of 100 Mbps download link speed, regardless of where they live. According to this new framework, in areas where the market does not deliver, governments are to launch public tenders for the deployment, maintenance, and operations of network infrastructure as well as services, and public funds should be used to support the deployment of these broadband networks in less densely populated areas. Needless to say, public tenders of this nature are subject to different criteria when it comes to candidate evaluation. In this paper, we present a decision model for the selection of operators to deploy and maintain broadband networks in scarcely populated areas, taking into consideration infrastructure costs, the technical quality offered by the solutions, and the credibility of the candidates. We suggest an integrated multi-stakeholder multi-criteria approach and demonstrate how it can be used in this complex area and find that in the example provided, taking a relevant set of criteria into the analysis, optical fibre networks hold much higher chances to be used in these public tenders compared to networks based on the broadly favoured 5G technology. Abstract: Teams have increasingly turned to computer-mediated communication (CMC) to work when team members cannot all be in the same physical space at the same time, leading to the need to better understand what influences group performance in these settings. We know that team member intelligence and personality affect team performance when teams work face-to-face, but their effects are not yet clear when teams use text-based CMC, which has different characteristics than face-to-face communication. We conducted a laboratory study of 61 teams working on a decision-making task using text-based CMC. We found that team mean extraversion had a large negative effect, and team mean neuroticism had a medium-sized negative effect on team performance. Team mean intelligence had no effect. We recommend that managers consider the effects of extraversion when selecting team members and focus on selecting more introverted team members if the team is likely to extensively use text-based CMC. Likewise, managers should consider extraversion when designing teamwork processes for virtual teams; if a team has many members who are high in extraversion, the team should use text-based CMC sparingly. We also recommend that researchers use extraversion as a control factor in future research studying text-based CMC because extraversion has a large effect on team outcomes and, left uncontrolled, could increase unexplained error variance and overshadow the focus of the research study. Abstract: Popularization of the diversity management concept and its practical implementation at the level of organizations requires becoming organization owners aware of potential benefits. Therefore, the article presents the survey results of the organization representatives on the benefits of implementing the diversity management concept. The analytical part of the article is based on the survey results of 401 representatives of the organizations located in the Visegrad Group countries. The managing diversity concept knowledge and awareness of the resulting benefits were analyzed at the level of the whole group as well as in the cross-section of the member countries. In the analytical part of the article, selected modified multi-criteria decision making methods for ordinal data were used. Adopting the analytical approach also allowed to indicate the most important benefits that, in the opinion of the organization representatives, are the consequence of the diversity management concept implementation. Supply chains are normally subject to a wide range of disruptions, that are caused by certain events. Still, few organizations are relying on appropriate data streams and required technologies to detect and report on potential disruptions in supply chain. As a result, current supply chains remain marginally adaptive and lack the ability to react to the dynamic nature of markets on strategic as well as operative levels, which leads to loss of optimization potential. Abstract: Automatic clustering is a challenging problem, especially when the decision-maker has little or no information about the nature of the dataset and the criteria of interest. There is a lack of generalizability in the current validity indexes (VI) for automatic clustering algorithms, as each considers a limited number of objectives and mostly ignores the other aspects of clustering validation. The proposed framework benefits from collaboration among selected evolutionary algorithms. A mixed-integer non-linear programming model is developed, and a framework is proposed for a six-step decision support system to solve it. The decision-maker (DM) selects the quantitative (primary) VIs and the evolutionary algorithms. Given DM’s knowledge on the dataset and VIs, DM can incorporate qualitative (secondary) VIs. DM determines the quality threshold for each VI and runs the evolutionary algorithms separately. The DSS then saves the best obtained value of VIs in order to prepare the input necessary to construct the aggregated function. Based on the selected primary VIs, a new normalized aggregated function is developed and solved repeatedly using the randomly selected or predefined weights of importance. Eventually, DM employs a proper DEA model to define the final clustering output among all possible solutions. Given multiple efficient solutions, the best-worst method and a multi-criteria decision-making approach are applied to find the final output. The applicability of the proposed approach is illustrated on a synthetic and two secondary datasets, and the result at each step is discussed in detail. Collapse
