Abstract: Municipalities face huge challenges today in the context of rapid technological changes and E-government. Therefore business-IT alignment (ΒIA) plays a growing role in municipalities today. We consider the level of BIA in Swiss municipalities based on various variables relating to municipality size, artefacts that underpin BIA, and the satisfaction of the municipalities with IT services. We investigate BIA using a deductive approach that employs a survey and develops a behavioral partial least square model. BIA is more of an issue the larger the municipality (number of inhabitants). The results show significant indications that these artefacts and roles make a significant contribution to user satisfaction and hence to BIA. Roles, tasks, competencies and responsibilities, defining- and documentation artefacts as well as structural differentiation of IT and the degree of internal IT management and standardization frameworks are elements which can be clustered into the factors of structural differentiation of IT and IT management. Abstract: Although there is extensive literature on IT/IS-business alignment, we argue that the topic’s current research trajectory is limited given the concept’s predominantly static focus to date. While the process perspective on alignment is a promising avenue to study the phenomenon’s dynamic nature, we still know little about what it is that organizational actors actually do, on a day-to-day basis, to align IS and related concerns with business imperatives. In order to address this lack of understanding regarding the practices of aligning, we argue for research that goes beyond abstract macro analysis of alignment processes to that which considers the actual micro practices of aligning. An analysis of the extant literature on the topic leads to the identification and classification of aligning activities that are being undertaken in practice. We argue that this review and critical appraisal of the IT/business alignment field has the potential for substantive and insightful contributions to our understanding of alignment as it is enacted – in practice. Arising from the review, we discuss important new research themes that are to be addressed if research on alignment is to be demonstrably relevant. Collapse

Abstract: Since the origin of the IT executive role in organizations, researchers have often emphasized the ambiguous and challenging role that CIOs face in organizations. While some argue that CIOs embrace new leadership roles in their organizations and suggest that CIOs should mean “Chief Influential Officers”, many others argue the opposite and even refer to the term CIO as the “Career Is Over”. We argue that these roles may be influenced by the existence and potentially persistence of distinct stereotype profiles at the C-suite level. This paper explores business students’ perceptions of CIOs in comparison with CMOs and CFOs. Our results suggest that business students enter their professional careers with well-defined stereotype profiles of business leaders and that these leaders are seen as distinct on two important leadership domains – social and dominance leadership. There are also indicators that some business leaders share more perceived leadership traits than others. Such similarities and differences in leadership profiles may have important implications for the role of the CIO in organizations. Collapse

Abstract: This study examined the relationship between information technology (IT) governance and software reuse success. Software reuse has been mostly an IT problem but rarely a business one. Studies in software reuse are abundant; however, to date, none has a deep appreciation of IT governance. This study demonstrates that IT governance has a positive influence on software reuse success. IT strategy and strategic decision-making process mediate the relationship between IT governance and software reuse success as mediators of the relationship. A sample of over 200 responses from IT professionals and business managers was used in this research. Data analysis was accomplished using confirmatory factor analysis (CFA) and structural equation model (SEM) with AMOS. The findings of this study supported the main causal relationship between effective IT governance and software reuse success. This study confirmed the need for effective IT governance in order to achieve success in software reuse initiatives. Collapse

Abstract: This paper, based on a cross-sectional empirical study of information system (IS) architectures within 143 small to medium enterprises (SMEs) in France, reports findings on how SMEs architect to achieve IS integration and interoperability. This research provides an empirically derived taxonomy of enterprise architectural variants of the types often described in the literature for large firms. This study finds indications that for SMEs the immediate goal of interoperability prevailed over fuller and more formal system integration. The most common means for approaching enterprise architecture and any form of integration is via the construction of software bridges and interfaces. Partially standardized architectures based on Enterprise Systems (ERP) are the next most common type. Hybrid architectures – mixed Enterprise Applications Integration and ERP – are the third most common. The contribution of this paper lies not in the identification of the three types but resides (1) in the description of their distribution in SMEs; (2) in the absence of other integration/interoperability types in this population; and (3) most importantly in the interpretation of the organizational and historical rationale explaining the emergence of these types in this organizational context. Abstract: Mutual understanding between the CEO and CIO is thought to facilitate the alignment of an organization's IS with its business strategy, and thereby enhance the contribution of the IS to business performance. A survey of 202 pairs of CEOs and CIOs was taken to investigate the relationships between them. Mutual understanding was measured as the role of IS in the organization, using the perspectives of both executives. Strategic alignment was measured as the fit between the CEO's assessment of eight STROBE dimensions and the CIO's assessment of the analogous STROEPIS dimensions; both the CEO and CIO evaluated IS contribution. Mutual understanding of the role of IT led to seven alignment dimensions whereas six alignment dimensions led to IS contributions. Our study extended the theory of IT strategic alignment and provided direction for CEOs and CIOs interested in improving the IS contribution of their organization. Collapse
