Abstract: This paper addresses the dilemma that organizations face when they introduce information technology (IT) to standardize and guide operations and improve performance, while also sup­ porting staff mindfulness in using IT and questioning it, to safeguard against errors. People are warned to be mindful in using the information provided by IT, yet IT may contribute to their mindlessness. Organizational operations involve routine work, where work is distributed across roles, in space and time. To fully understand mindfulness or mindlessness with IT at work it is necessary to consider the routines in which they are embedded. We sought to investigate what factors might influence mindfulness or mindlessness with IT in the context of organizational routines. We carried out an in-depth study of clinicians using technology during medications routines in a UK hospital. The IT in this context aimed to guide and standardize clinical work to improve medication safety. The study uncovered several factors influencing mindfulness and mindlessness with IT: not only the IT design but also task design, individual experience and history of IT use, distribution of work, and the situation at hand. These are interacting influences on mindfulness and mindlessness with IT, each embodying a tension, as each may influence both mindfulness and mindlessness. The distribution of work and the dynamics of the routine over time mean that individuals in the routine may (mindlessly) entrust mindfulness in using IT to others, or to other moments in time. The study highlights the complexity of achieving mindfulness with IT in organizations, and a nuanced relation between mindfulness and IT in a routine work context. Collapse

Abstract: Extant literature has increased our understanding of the multifaceted nature of the digital divide, showing that it entails more than access to information and communication resources. Research indicates that digital inequality mirrors to a significant extent offline inequality related to socioeconomic resources. Bridging digital divides is critical for sustainable digitalized societies. Ιn this paper, we present a literature review of Information Systems research on the digital divide within settings with advanced technological infrastructures and economies over the last decade (2010–2020). The review results are organized in a concept matrix mapping contributing factors and measures for crossing the divides. Building on the results, we elaborate a research agenda that proposes [1] extending established models of digital inequalities with new variables and use of theory, [2] critically examining the effects of digital divide interventions, and [3] better linking digital divide research with research on sustainability. Abstract: Recent industrial reports show an increased number of cybersecurity incidents, which inflict significant financial losses. Although organisations have been increasing their investments towards information security, incidents continue to occur. Most organisations adopt traditional linear incident response (IR) frameworks to prevent, detect, contain, eradicate and learn lessons from information security incidents. However, due to their rigidness, such linear frameworks are often ineffective. In this study, inspired by the Agile Manifesto, we propose the Agile IR Framework to refine, adjust, and improve the current linear IR process. We use the IR framework of UK’s National Health Service (NHS) as an illustrative case, critically analysing the current linear IR framework and demonstrating how it can be transformed into a hybrid IR framework. Using an illustrative case study from the healthcare domain, this study contributes to the incident response literature by showcasing how the integration of Agile principles in archetypical linear IR processes can improve incident response. Abstract: This paper introduces FLP Spreadsheet Solver, an open source spreadsheet based Decision Support System for Facility Location Problems. Structure of the spreadsheets, interface of the solver, and a Tabu Search algorithm implemented within the solver are described. An integer programming formulation of the underlying facility location problem is provided. Computational tests show that FLP Spreadsheet Solver can solve benchmark p-median and capacitated p-median instances to near optimality. Abstract: The successful use of business analytics is an important element of a company’s success. Business analytics enables analysts and managers to engage in an IT-driven sense-making process in which they use the data and analysis as a means to understand the phenomena that the data represent”. Not all organizations apply business analytics successfully to decision making. When used correctly, the actionable intelligence gained from a business analytics program can be utilized to improve strategic decision making. Conversely, an organization that does not utilize business analytics information appropriately will not experience optimal decision making; failing to realize the full potential of a data analytics program. This paper examines some organizations that implemented data analytics programs; both successfully and unsuccessfully, and discuss the implications for each organization. Abstract: eHealth has a major potential, and its adoption may be considered necessary to achieve increased ambulant and remote medical care, increased quality, reduced personnel needs, and reduced costs potential in healthcare. In this paper the authors try to give a reasonable, qualitative evaluation of IoT-driven eHealth from theoretical and practical viewpoints. They look at associated knowledge management issues and contributions of IoT to eHealth, along with requirements, benefits, limitations and entry barriers. Important attention is given to security and privacy issues. Finally, the conditions for business plans and accompanying value chains are realistically analyzed. The resulting implementation issues and required commitments are also discussed based on a case study analysis. The authors confirm that IoT-driven eHealth can happen and will happen; however, much more needs to be addressed to bring it back in sync with medical and general technological developments in an industrial state-of-the-art perspective and to get recognized and get timely the benefits. Abstract: Despite important research contributions on the financial and operational dimensions of information technology (IT) value, justifying health IT (HIT) investments remains a difficult and enduring issue for IT managers. Recent work has expanded our understanding of HIT value, by focusing on the initial resource allocation stage, and through conceptualizations of value across multiple dimensions. Building on these developments, we adopt a performative perspective to examine the research question of how practitioners justify early stage HIT investments, with a focus on reputational value. We explored this question through a comparative field study of two hospital organizations in the English National Health Service (NHS). We found that practitioners' temporally orientated framing practices matter in justifying HIT investments, enacting different possibilities for reputational value. We develop a process model to explain these dynamics and highlight the mutability of reputational value, which can lead to different possibilities for restoring, enhancing, or maintaining reputation. We conclude by discussing the implications for justifying HIT investments. Collapse

Abstract: Despite the increasing sophistication and quality of published work, the development of a cumulative body of knowledge and an evidence-base for information systems (IS) research still represents a major challenge. IS research is still predominantly undertaken by IS researchers for other IS researchers and not utilized to its full extent by IS practitioners or policy-makers. We focus on this problem and express the need for a new evidence-based research perspective. It is argued that it is time to refocus the efforts of IS academics (and practitioners) to develop a new evidencebase for IS research whereby it can more routinely inform, develop, improve and support IS practice. We contribute to this debate by defining evidence-based practice (EBP), its relevance to IS, and the need to develop an evidence-based approach. We look in particular at its brief history, and its subsequent evolution, development and widespread acceptance in Medicine; making reference to recent arguments and critiques of EBP in other disciplines such as software engineering and management. We espouse the need to develop a similar evidence-based movement and infrastructure within the IS research and practitioner communities and then put forward a possible road map for the development of Evidence-Based Information Systems (EBIS) that comprises 9 key initiatives. We conclude our argument by stating that the current extent, severity and impact of IS failures are unacceptable, emphasizing the need for a new perspective for IS research that encourages and incorporates EBP as a guiding principle to inform better IS practice. Abstract: Research on information system (IS) adoption and resistance has accumulated substantial theoretical and managerial knowledge. Surprisingly, the paradox that end users support and at the same time resist use of an IS has received relatively little attention. The investigation of this puzzle, however, is important to complement our understanding of resistant behaviours and consequently to strengthen the explanatory power of extant theoretical constructs on IS resistance. We investigate an IS project within the healthcare sector in the UK in which end-users, who were heavily involved during the design, implementation and roll out, expressed their support for the system, while simultaneously showing resistance. To examine this behaviour in detail, we applied Q methodology. As a result, we identified three different groups: (1) The convinced connector, waiting for collaborators. (2) The savvy explorer, sceptical about the tools’ benefits. (3) The ambivalent follower, overwhelmed by complexity. While the behaviour is similar across all three groups, the reasons for not using the system differ significantly. Based on these groups, as our main contribution, we explain the paradox of supportive nonuse. We further add a fine grained understanding of supportive non-use to the existing types of IS resistance.
