Abstract: Urbanization and the growth of human population are leading to increased complexities in the interactions of citizens with public spaces, creating cities that must be more responsive to community dynamics. Despite the critical need for community-based city management, current decision-making approaches are often uninformed by the collective behavior of communities across time and in different locations. Here, we introduce a computer vision-based monitoring and forecasting approach for Smart City Digital Twins (SCDT) that enables integrating collective behavior into the spatiotemporal assessments of exposure to urban heat stress. Our results from a pilot case study in the city of Columbus, GA, demonstrate the significance of integrating community dynamics into monitoring and forecasting urban hazard exposure. This ongoing study highlights how SCDT can make community dynamics more accessible to and responsive by city managers. Collapse

Abstract: Most large-scale organizations adopted Cloud Computing (CC) on a company level in recent years. Managers now face the challenge to appropriately implement CC "operationally", i.e., for information systems (ISs). We refer to this as post-adoption, addressing the extent of technology usage after adoption. Specifically, managers need to choose among the CC delivery models Infrastructure-as-a-Service (IaaS), Platform-as-a-Service (PaaS), and Software-asa-Service (SaaS). We differentiate the determinants of this post-adoption decision for IaaS, PaaS, and SaaS. Based on this analysis, we derive criteria that guide managers' delivery model selection: Adopt 1) IaaS for ISs requiring flexibility and reduced time to market, 2) PaaS to access specialized resources, and 3) SaaS to focus on core competencies. Abstract: Ushered by the emergence of cloud computing technologies in the late 2000s, cloud enterprise resource planning (ERP) systems are becoming the 'new normal' as organizations have started migrating from their on-premise ERP to the cloud environment. Consensus in the literature indicates the criticality of transition to cloud-based technologies is fraught with benefits and risks alike. Experts have advocated for extensive judgement and insights of IT decision makers, which are more applicable for large organizations. A research model, influenced by the Theory of Reasoned Action (TRA) and ambidexterity construct, has been developed to understand senior managers' decision-making process for cloud ERP adoption. Being exploratory and theory building in nature, a multi-case study method will be applied. This study is expected to contribute to innovation adoption literature as well as help in clients' better understanding for resolution of decisional dilemma for adopting a complex system like cloud ERP. Abstract: Recently, chatbots are widely used in many different scenarios. Mostly driven through business cases, they are applied in information acquisition or first-level support scenarios. As more and more researchers try to leverage the potentials in university settings, research lacks become apparent. Especially the basic attitude and assessment of future users for this type of support channel are lacking. Therefore, we conducted a casebased pilot study for IT-support chatbots at a German university with 93 students. The results (1) show a general positive attitude of the users towards chatbots, and (2) point out a good fit for chatbots in IT-support scenarios. Furthermore, we also show positive and negative aspects of our prototype together with appropriate improvement potentials. Collapse

Abstract: The responsibility for information security governance (ISG) is increasingly falling to boards of directors and executive management. Recent high-profile incidents such as the breaches of Equifax, Target and Yahoo have increased awareness of the fiduciary duty of care of the board and the expectations of executive management in protecting organizational information assets. Our review of past research shows practical guidance on implementing ISG relevant to the current dynamic security environment remains deficient, despite the large number of hypothetical frameworks and models proposed. In this paper we propose and develop a novel process model to explain how ISG can be practiced in financial organizations. We subsequently refine the model using a pilot case study and conclude with a brief discussion of our contributions and further work. Collapse

Abstract: In recent years enterprises have observed that a holistic approach to agile information systems development and a closer integration of information systems development with information systems operations is essential to maximize the probability of success, leading to the emerging DevOps phenomenon. While past research delivers insights about success criteria in information systems development as well as information systems operations, conceptual inclusion of DevOps is missing. We propose a multi-staged qualitative research design including literature review and multiple-case study to explore and identify origins of critical success criteria used to measure success by the two major IT-related enterprises functions IT development and IT operations. Based on that, we aim to contribute a “DevOps model”, from a success criteria perspective, and reconcile information systems development with the Information Systems Success Model. Abstract: Literature about public decision making experiences, including stakeholders’ engagement, offers best practices but also reports of unsuccessful case studies. Meaningful participation activities require direct integration of stakeholders into all the phases of the public decision process to unleash innovation. Often, policy making incorporates participation late in the process, after the problem definition has occurred, alternatives have been defined, without considering stakeholders’ knowledge and problem understanding. The early stage of policy alternatives design is essential to the development of policy. Our research presents an extensive literature review with respect to policy design and design theory in order to show that the formal process of generation of alternatives has been little investigated. There is a demand for methodologies aiming at supporting policy makers and relevant stakeholders during policy design. In this regard, this paper introduces (and explores) the operational role of design theory in the policy making process for the generation of policy alternatives. Design thinking, as a way to inform a collective problem definition leading to innovation, highlights the value of early stakeholders’ engagement. The aim of this paper is to understand, from an operational point of view, what “design” means in a policy making context, developing an innovative approach for assisting the formalization of policy design. The paper uses the results of a pilot case study to illustrate the application of the Concepts–Knowledge (C-K) theory framework to support the innovative design of policy alternatives for the groundwater protection policy of the Apulia Region (southern Italy). Abstract: In recent years, the use of various social media applications has received growing attention from local government agencies. This is because social media applications have the potential to offer public value to those agencies as well as citizens through enhancing public engagement and public services innovation. Despite the growth in the literature on social media, there is still a limited understanding of how the key stakeholders of local government agencies, around the world in general and Saudi Arabia in particular, can receive public value created through using various social media applications. To address this concern, this proposed study is initiated to develop a model for investigating public value creation using social media applications. The model is influenced by multiple theoretical lenses (e.g. social media capability, public engagement, public services innovation, public value theory, and stakeholder theory). This proposed research is based on a qualitative methodology with several phases of research (e.g. pilot study, multiple-case study and domain expert panel) for the Saudi Arabian local government context. The expected contribution of this research is a model with constructive associations between several variables identified from multiple streams of literature (e.g. social media, information systems literature and public administration literature). Furthermore, a classification of public services innovation associated with four types of public value are proposed. Abstract: In order to react quickly to changing environments and build a customer-centric setup, more and more organizations are deciding to work with the agile IT software development approach. But for the fast delivery of new software features in very short time, other parts of the IT department are necessary as well. Hence, the DevOps concept appears and connects development to IT operations activities within service-centric IT teams. To date, there has been very little empirical research on the skills required for the successful setup of a DevOps-oriented IT team. This study addresses this gap by conducting a multi-perspective research. We have collected data with the help of a workshop and interviews with IT experts. Seven skill categories—full-stack development, analysis, functional, decision-making, social, testing, and advisory skills—with 36 concrete skills were identified. Our study highlights that a combination of distinct development, operations, and management skills is necessary to successfully work within a DevOps team. This research explains core DevOps skill categories and provides a deeper understanding of the skill set of an ideal DevOps team setting. We describe these skills and skill categories and list their implications for research and practice. Collapse

Abstract: Innovation Ecosystems are transforming the way organizations are creating value within an innovative landscape. Although Innovation Ecosystems are heavily supported by Information Systems (IS), there is currently a lack of research on how IS capabilities facilitate the development of these ecosystems. The lack of knowledge in this domain may account for uncertainties faced by organizations in pursuing breakthrough innovations. To address this gap, we conducted a pilot case study of the Hallyu phenomenon, a term describing Korean entertainment products that are globally popular, to derive a process model of Innovation Ecosystem development from an IS capabilities perspective. Our findings suggest that the development of Innovation Ecosystems can involve three successive phases: Developing the means of generating content, laying ground rules, and establishing an in-group mentality. Moreover, each phase is aligned with different values rooted in the philosophy of Korean business management, which is facilitated by different types of IS capabilities. Collapse
