Abstract: Our knowledge on differences in business model characteristics of thriving and failing Multi-Sided Platforms in competitive B2B networks (B2B-MSP) and potential influences of increasing governmental involvement remains fragmented. This study develops a taxonomy to classify special B2B-MSP with varying governmental influence in the supply chain and transportation context, viz. Port and Cargo Community Systems (CS). Based on the classification of 44 international CS, we identify four archetypes using cluster analysis. The taxonomy provides practitioners with a differentiated view on the configuration options of CS business models including the involvement of governmental institutions, while the presented archetypes contribute an aggregated view of CS business models. The statistical analysis of our results provides initial explanatory approaches on CS business model dimension interdependencies, thereby laying the basis for a deeper understanding of sectoral and geographic differences of B2B-MSP and their diffusion dynamics as well as facilitating a higher contextualization of future research. Abstract: Due to numerous uncertainties such as bad weather conditions, frequent changes in the schedules of vessels, breakdowns of equipment, port managers are aiming at providing adaptive and flexible strategic planning of their facilities, especially intermodal terminals. In this research, we investigate a two-stage optimization of intermodal terminals main parameters via using AnyLogic simulation platform. We have developed a set of hybrid simulation models to optimize the main parameters of intermodal terminals which are also called dry ports. To make an express evaluation of the preliminary implementation of dry ports, we have developed an agent-based system dynamics simulation model to achieve the stable state of the main parameters of intermodal terminals. To clarify the obtained averaged benefits of the main dry ports parameters while the port managers make key decisions on the investments into implementation of intermodal terminals, we have developed an agent-based discrete-event simulation model of a seaport – a dry port system. We show that the combination of the agent-based modeling with other simulation approaches simplifies the process of designing simulation models and increases their visibility. The developed set of models allows us to compute the balanced values of the parameters, while an effective operation of a seaport – intermodal terminal system is achieved. On the basis of the provided case study on one of the busiest ports in China, we prove the adequacy and validity of the developed simulation models. Due to the lack of systematic approach to optimization of the main parameters of intermodal terminals in logistic industry, our findings set herein could improve the decision-making process related to the selection of strategic facility planning in the field of intermodal terminals. Abstract: Corruption is one of the most troubling societal challenges facing businesses today. Businesses have been combating corruption in fragmented ways, sometimes by creating anti-corruption policies applicable to certain stakeholders and, at other times, by harnessing digital technologies. Recently, the power of blockchain, with its capacity to provide full transactional disclosure and thereby reduce uncertainty, insecurity, and ambiguity in transactions, has been touted as being a game changer in the fight against corruption. Based on a study of the global shipping industry, we find that blockchain mitigates both process and document-related corruption. Based on these findings, we develop an understanding of how corruption may be combated using both social and digital/informational resources, including blockchain technology. Our model, drawing on past work on corruption, shows the complex interplay between identity, institutional actors, technical and other resources, and practices, and we develop conditions that could be effective in fighting corruption by using technologies such as blockchain. Abstract: Open phenomena including open resources, processes such as crowdsourcing and their effects have initiated fundamental shifts in the way organizations conduct their business. With increasing recognition of the value of openness, represented by principles such as transparency, access, participation and democracy, crowdsourcing has established itself as a suitable mechanism for various use-cases ranging from decision-making to idea generation, microtasking and problem-solving. Increasingly, organizations have begun to crowdsource to their employees instead of external crowds. However, few studies analyze concrete use-cases of internal crowdsourcing and further research is needed. We propose that internal crowdsourcing is particularly useful for software requirements engineering (RE) within organizations. Crowd-based RE alleviates shortcomings of traditional RE approaches such as requiring copresence or lacking representativeness. Research on crowd-based RE remains scarce, particularly concerning intra-organizational settings and the post-implementation phase of software projects. Defining high-quality requirements demands contextual expertise as well as experience and internal crowds seem to be decidedly well-suited for solving RE-related tasks as they exhibit these exact traits. Following a design science research approach, we develop design principles for internal crowd-based RE and instantiate them in a public-sector organization leading to a holistic evaluation. Subsequently, we formulate recommendations for establishing crowd-based RE in intra-organizational settings. Collapse

Abstract: Information Systems studies of IT-enabled corruption control under-theorize corruption as an individual or social phenomenon, without considering the salience of corruption opportunity in the work environment. Drawing insights from Criminology (opportunity theory of crime), Information Systems (sociotechnical systems theory) and Public Administration (government reform in developing countries), we explain IT-enabled control of government corruption as occurring by reductions of corruption opportunity through sociotechnical reconfiguration. A case study of IT-enabled reforms at Ghana customs over a thirty-year period (1986-2015) is used to instantiate how IT enables corruption control over time by reducing corruption opportunity through reconfiguring work practices and organizational arrangements. We contribute an explanation of ITenabled corruption control that emphasizes changing work arrangements and processes through IT, rather than changing offenders or the organizational and broader social and economic conditions—approaches that often prove unyielding. Abstract: Digital transformation is of utmost importance in the business world with major impacts on any of its sectors. Here we consider ports and logistics within maritime shipping to exemplify those developments. That is, as actors in world-wide supply chains, seaports are particularly affected by technological change. Due to the high requirements in the logistics sector, e.g., regarding costs, efficiency, security, and sustainability, digital innovation is essential to stay competitive. Past developments show how digital innovation can shape the modernization of ports. In order to understand future challenges in this area, it is inevitable to review the outcomes of past developments and their impact on port operations. In this paper, we provide an extensive analysis of digital transformations in seaports. We identify three generations and analyze the stages of respective digital transformations using a well-known model from literature. Abstract: Through a case study of Ghana’s TradeNet, a business-to-government (B2G) Electronic Data Interchange (EDI) implemented to automate and integrate customs clearance, this article investigates ‘irrationalities’ of IT-enabled change in the context of a developing country bureaucracy. Our data revealed that despite TradeNet’s potential for full automation and integration, bureaucrats sometimes preferred manual, face-to-face, paper-based practices. We explain such outcome—often depicted in the literature as a kind of ‘irrationality’—by drawing upon the theoretical notion of institutional logics to trace underlying logics of TradeNet-enabled change. We investigate two specific TradeNet-enabled practices—Import Declaration Form (IDF) processing and risk controls—and show that where ‘irrationality’ was present (IDF processing), the managerial logic of TradeNet contradicted existing bureaucratic logics. We therefore interpret ‘irrationality’ as ‘good enough’ or satisficing when new logics of IT and old bureaucratic logics contradicted. Our findings move beyond success or failure interpretations typical in Information Systems in developing countries (ISDC) and ICT for development (ICT4D) research. We also enhance knowledge of IT-enabled change in developing country bureaucracies by moving beyond the organizational milieu to emphasize broader institutional forces in developing countries such as neopatrimonialism. Such theorization advances ISDC/ICT4D research where reconciling micro with macro accounts remains daunting. Collapse

Abstract: The maritime shipping industry is deeply rooted in history and tradition. Although it is one of the most important industries in today’s global world, digital transformation has so far not penetrated the entire industry but merely commenced in a few individual companies. The heavy reliance on manual information retrieval and the collaboration willingness of other actors pose great challenges to more efficient, safe, and sustainable operations. As nobody seems to see the ‘whole picture’, the industry is characterized by individual (sub-) optimization neglecting completely the significance of the optimization of the entire ecosystem as a whole. Conducting an empirical pilot study using triangulation and in-depth, semi-structured interviews, we carried out an analysis addressing the research question: How can potential benefits of the implementation of a sea traffic management system be evaluated? Based on a thorough review of the academic literature on IS benefits assessment and a profound understanding of the maritime transportation-ecosystem and the design of a sea traffic management, a framework for assessing IS benefits is developed. Abstract: Although it has been only ten years in operations, Yantian International Container Terminals Limited (YICT) has evolved as a world-class container terminal and become the first Chinese port to receive the Best Global Container Port of the Year award for 2005–2006, as well as being designated China's best container terminal in terms of operational efficiency for 2008. A success factor of YICT is its extensive use of IT in managing and enhancing the productivity and services of the port operations. Premised upon Institutional Theory and the organizational mindfulness perspectives (preoccupation with failure and success, reluctance to simplify interpretations, sensitivity to operations, commitment to resilience, and reliance on expertise over formal authority) and using case study methodology, we examined the institutional pressures faced by YICT in its IT management (ITM), and determined how YICT coped with its institutional pressures during its IT development.
