Abstract: We address cases where improvements in information technology for measurement and monitoring should result in regulatory relaxation, in contrast with much recent research, which focuses on situations where these improvements should result in increased regulatory restrictions on the actions permitted by large platform operators. We focus specifically on the problem of reducing environmental degradation, and we explore how regulatory restrictions associated with intellectual property (IP) rights should be relaxed in the presence of demonstrable reductions in environmental impact that result from improvements made by parties other than the owners of the IP. We explore how Environmental Impact Merit should be used to compel the owner of the IP to adopt improvements and to compel compensation to the improver. Future research will develop additional examples where regulatory relaxation is appropriate. Collapse

Abstract: Within the domain of Information Systems, assumptions around sociotechnical change cohesively build on establishing a stable and balanced relationship between the social and technical structures. When these structures become too rigid, revolutionary moments that punctuate the status quo are required for the structures to accommodate to a new situation. Approaching sociotechnical change with “punctuation of equilibrium” is becoming increasingly ineffective. In line with rising instability and rapid digital development, we argue that new sociotechnical change approaches are needed. In this paper we investigate how individual knowledge workers respond to the increasingly complex challenges they face when orchestrating social and technical structures to support efficient and creative knowledge work. We suggest a new perspective that covers an unstable equilibrium emerging from the interplay between individuals and their usage of “the collection of rigid and flexible workplace technologies”. Our study is based on data from interviews made with 40 knowledge professionals over a period of three years, inquiring into individual experiences with sociotechnical change. Our study reveals contradictory patterns of both technological-individualisation and -socialisation. A universal generative mechanism emerges when these patterns complement each other and generates continuous change that seems to diminish inertia from rigid structures while also intensifying agile responses. Abstract: In crisis informatics, little attention is placed on how transitions occur between periods of crisis and non-crisis. The analysis of transition behaviors in organizations could respond to both the cyclicality of risk and crisis management, and the need for continuity of services provided to the community. In studying transitions, we focus on social media use as a support system. Thus, with the objective to gain an insight into how sociotechnical systems navigate through periods of crisis and non-crisis, we leverage individual experiences that rely on social media as a source of information in public service organizations and developers of social media analytics support tools. The main contribution of this study is the explanation and conceptualization on how transitions happen by framing social media as a support system of information for crisis management. In addition, we highlight the return to a new steady-state, an overlooked area of organizational transitions and continuity. Collapse

Abstract: During the Covid-19 pandemic, governments were required to act on and adapt to changing circumstances faster than under regular conditions. The traditional structure of the public sector in most countries is focused on stability and conservatism and is not designed for fast-moving circumstances. However, the pandemic showed that it is possible for government organizations to adapt to sudden challenges during large-scale crises. We study the dynamics of these adaptation processes using a multiple case study, focusing particularly on changes in business processes and work patterns. Our preliminary results show that the pandemic affected digital innovation processes in government organizations along several dimensions, including culture and their ability to focus on particular departments. In this ongoing study, we will further explore how these changes persist or are reversed as the pandemic decreases and how insights derived from this crisis can be leveraged to accelerate digital innovation during non-crisis times. Abstract: In the plethora of challenges associated with managing Information Systems (IS), deciding when to persist or withdraw from a distressed IS project is of utmost importance. Distressed IS projects are particularly prone to Escalation of Commitment (EoC) -the tendency to persist with failing courses of action. To better understand how the cognitive "black box" behind this tendency unfolds, we uncovered 13 cognitive reasoning patterns and a cognitive process model based on 270 text-based reflections of 56 participants during a sequential decision-making simulation. Cognition differs between the four escalation phases regarding the temporal focus (retrospective, introspective, prospective), the underlying mechanism (starting momentum, path dependency, denial, perceived completion proximity), and the combination of cognitive reasoning patterns. The cognitive process model of EoC helps detangle the complexities of managing IS. Our findings also support IS managers in identifying signs of escalation and selecting the appropriate actions to turn distressed projects around. Collapse

Abstract: Autonomous systems (ATS) enabled by blockchain and artificial intelligence are hailed to revolutionize our lives and economy. However, ethical concerns and a lack of trust in machines making decisions on their own may explain why these systems are not yet embraced in large scale implementations. In blockchain-based ATSs, doubts have been fueled by failures of large crypto projects believed to be secure, such as the meltdown of the Terra/Luna algorithmic stablecoin (ASC). In this research, we analyze the failure of this ASC system through the lens of mindfulness using secondary data like the project's whitepaper and an interview with its chief executive officer. Hence, we make two contributions: First, we explore and argue for the possibility to mindfully design and operate ATSs as digital high reliability organizations. Second, we build a punctuated equilibrium model of mindfulness in systems. We thus extend the understanding of the design and management of ATSs. Collapse

Abstract: While an abundant literature describes what, when and why organizational inertia impedes Information Systems-enabled Organizational Transformations (ISOT), the question of where inertia lies and how it is reproduced received scant attention. These questions are all the more important as emerging digital technologies such as AI, data analytics or blockchain fuel new waves of transformations and tie organizations' transformation dynamics to external platforms, algorithms, gig workers or partners. This paper introduces two new concepts, namely the location of inertia and types of inertial mechanisms, as the foundation for a spatial approach to inertia. This approach aims to better locate inertia and what underlying mechanisms reproduce it. We also discuss how these concepts can advance our understanding of ISOT and how they could further be developed into a broader theory. Collapse

Abstract: A theory of information compression (TIC) conceptualizes how anticipated judgment costs can affect decision quality. We theorize—inductively from decision making in medicine, energy pricing, auditing, and financial analytics—how judgment networks can exacerbate financial and nonfinancial judgment costs that compress information. Information compression occurs when a process intended to inform decision making generates information that has little variation. This can reduce decision quality and market efficiency. We offer potential remedies to mitigate its adverse societal consequences. We use complementary theoretical perspectives to nomologically contextualize how information compression arises. We introduce an information compression measure based on information entropy. TIC’s theoretical crux is that the expansion of a judgment network’s publicness exacerbates information compression by increasing judgment costs for some entities in a judgment network. We close with future research ideas on TIC’s core propositions and its broader theoretical implications for information systems research.
