Abstract: Our research uses a novel perspective of control balancing and stakeholder orientation to explore an information system (IS) phenomenon called enterprise IS diffusion. Employing a case-based, grounded theory approach, we analyze four large-scale IS implementation projects in a Canadian government organization. Our findings offer a synergistic approach to IS diffusion by integrating a dynamic control configuration perspective with stakeholder engagement, stakeholder sensitivity, and the impact of shifting stakeholder orientations on IS diffusion stages.We draw from control, control balancing, and stakeholder theories. Moreover, we refer to the IS implementation and IS diffusion literature to develop our argument. In doing so, this research develops a new and vital con­ struct—stakeholder orientation—for IS implementation projects. We also identify the existence of four distinct stakeholder orientations, a combination of stakeholder engagement with stakeholder sensitivity in large ISD projects: (a) strategic, (b) responsibility, (c) best interest, and (d) economic cost.Through analysis and synthesis, we establish vital relationships among shifting control configurations, stakeholder engagement, stakeholder sensitivity, and IS diffusion stages, where maintaining an optimal stakeholder orientation, facilitated by appropriate control configuration, leads to a successful IS diffusion outcome. Furthermore, we propose an extension to the existing control balancing theory by identifying missing links and trigger factors. Collapse

Abstract: This longitudinal study looks at the metaphors used in a public sector information systems development project from the perspective of cognitive metaphor theory (Lakoff & Johnson, ). We examine the use of metaphors by project team members, including representatives of the users, software developers and the managers guiding the project work. The findings indicate that project team members and managers use a rich set of metaphors to make sense of the project and the records management system they are working on. Notably, distinct sets of metaphors are used in different project phases and among the project personnel and management. As the differences in the metaphors also coincide with key events in the trajectory of the project, we contend that metaphors have significant power in sensemaking, influencing action and project outcomes. In particular, we find that in highly ambiguous, knowledge-intensive situations, metaphor use with unclear intentions and purpose hinders learning and creates more chaos than order. From a practical perspective, our study highlights the relevance of metaphor use for project management. We suggest that intentional selection of metaphors by management could be beneficial for many complex information systems projects. © 2016 John Wiley & Sons Ltd Collapse

Abstract: This longitudinal study examined how an information systems development team transitioned to an agile way of working. We describe the main events of a large, inter-organizational project, where agile methods and practices were applied for the first time. The organizations involved had a long tradition in heavy, waterfall style projects, and many of those past projects had severe challenges. We examine how the agile way of working was understood by particular groups (project team, management and suppliers), as well as how these understandings changed over time. The lack of experience with agile development, no common view on ‘agility’ and its key principles and practices were obvious challenges for the transition. Our study suggests that complex agile projects need to have very clear goals and management has to be able to communicate these, while preserving the autonomy of teams and individual team members. Abstract: UK Local Authorities have the responsibility for delivering a wide range of services to the general public and have a number of significant problems in many service delivery areas. Information Technology (IT) is arguably one of the most challenging fields. A current senior executive issue within UK Local Authorities is transforming organisations through the deployment of IT. This is due to the call from the United Kingdom National Government for the public sector to be more innovative, improve their internal operations and focus on modernising their service delivery. This paper investigates, via a case study, the rationale for the implementation of an organisational-wide and corporate Electronic Document Records Management (EDRM) system. There is paucity in the normative literature with regards to this subject. This paper, therefore, elicits material to analyse how the EDRM system was deployed and to what extent the selected case organisation was transformed. The findings in this paper are based on the literature and case study research to help improve organisational transformation. These findings will have direct benefit to the case study organisation and may assist other organisations in the future. The contribution of the research will be of benefit to both academics and practitioners engaged in EDRM system research and implementation. Collapse

This paper addresses this issue firstly by briefly reviewing the information overload problem.
