Abstract: Design science as a research paradigm is gaining popularity in the information systems (IS) discipline. E-gov ernment research explores IS artifacts designed to improve the quality and efficiency of public administration and service. This paper utilizes the E-government Design Research Model (EgovDR Model) to review e-gov ernment designs. Through a comprehensive literature review, this paper identifies prototypical e-government tasks for design science implementation and the corresponding solutions. We demonstrate whether and how the development and evolution of e-government designs continue to gain relevance in design science research. Additionally, this paper identifies and analyzes the theories employed in the literature to illustrate how the EgovDR Model has facilitated e-government designs in increasing rigor over time. Our findings indicate the majority of the workpractice tasks in existing e-government designs are decision-support tasks. Collapse

Abstract: The social properties of software development teams directly affect their collective security efficacy, defined as their ability to form a socially held, shared perspective of behaviors within the team that promote and perpetuate secure code development. Team members construct a socially held representation of their development goals and artifacts. They do this through communication, shaping this socially held representation through verbal and written interactions. Based on the research of the Social Disorganization Theory (SDT)-inspired collective security efficacy phenomenon, it appears teams with a strong set of social and ecological properties will be more effective in developing secure software codes. It also seems as though a latent semantic analysis of development team communications could be used to develop a real-time rating of a team's social properties, alerting them and their managers to lapses in the team's social fabric that could lead to faulty software. Abstract: An organization’s ability to successfully manage information security incidents is determined by the actions of its employees, as well as the actions of various groups of employees within its organizational boundaries. To date, information security research has primarily focused on individual-level phenomena and has not yet explored group-level phenomena such as how employee groups recognize and respond to security incidents in a way that is consistent with the organization’s security goals and objectives. The current study addresses this gap, thereby answering the research call for group-level security research perspectives. The present study explores how employee groups formulate their collective security efficacy, which influences how group members recognize and respond to information security incidents. Using a case study of a large healthcare research organization (HRO), we analyze two security incidents, a malware attack, and a physical security breach, to identify a unique set of ecological and social properties of employee groups that are salient to their collective security efficacy. Abstract: Crime events are known to reveal spatio-temporal patterns, which can be used for predictive modeling and subsequent decision support. While the focus has hitherto been placed on areas with high population density, we address the challenging undertaking of predicting crime hotspots in regions with low population densities and highly unequally-distributed crime. This results in a severe sparsity (i. e., class imbalance) of the outcome variable, which impedes predictive modeling. To alleviate this, we develop machine learning models for spatio-temporal prediction that are specifically adjusted for an imbalanced distribution of the class labels and test them in an actual setting with state-of-the-art predictors (i. e., socio-economic, geographical, temporal, meteorological, and crime variables in fine resolution). The proposed imbalance-aware hyper-ensemble increases the hit ratio considerably from 18.1% to 24.6% when aiming for the top 5% of hotspots, and from 53.1% to 60.4% when aiming for the top 20% of hotspots. As direct implications, the findings help decision-makers in law enforcement and contribute to public decision support in low population density regions. Collapse

Abstract: Internet auctions demonstrate that advances in information technologies can create more efficient venues of exchange between large numbers of traders. However, the growth of Internet auctions has been accompanied by a corresponding growth in Internet auction fraud. Much extant research on Internet auction fraud in the information systems literature is conducted at the individual level of analysis, thereby limiting its focus to the choices of individual traders or trading dyads. The criminology literature, in contrast, recognizes that social and community factors are equally important influences on the perpetration and prevention of crime. We employ social disorganization theory as a lens to explain how online auction communities address auction fraud and how those communities interact with formal authorities. We show how communities may defy, coexist, or cooperate with the formal authority of auction houses. These observations are supported by a qualitative analysis of three cases of online anticrime communities operating in different auction product categories. Our analysis extends aspects of social disorganization theory to online communities. We conclude that community-based clan control may operate in concert with authority-based formal control to manage the problem of Internet auction fraud more effectively. Collapse
