Abstract: It has been acknowledged that the Information Systems (IS) discipline needs to pay attention to policymaking. However, the IS field has not yet sufficiently acknowledged complexities of policymaking and the resulting ambiguity. We present two worldviews that underlie how IS research has approached policymaking and, indirectly, policy ambiguity. In the dominant "representationalist" view, a policy is planned and implemented in a linear manner, and ambiguity is seen as problematic. The "enactivist" view sees a policy and its implementation as mutually constitutive: a policy does not exist without its implementation but it also guides the implementation. This can result in unresolvable paradoxes that manifest as ambiguities. Based on our review of the extant IS research we present existing perspectives to policy(making) and ambiguity. We call for IS researchers invested in policy/regulation-related research to be aware of and explicit about the views to policy(making) and ambiguity guiding their research. Collapse

Abstract: Big data analytics (BDA) and the Internet of Things (IoT) tools are considered crucial investments for firms to distinguish themselves among competitors. Drawing on a strategic management perspective, this study proposes that BDA and IoT capabilities can create significant value in business processes if supported by a good level of data quality, which will lead to a better competitive advantage. Responses are collected from 618 European and American firms that use IoT and BDA applications. Partial least squares results reveal that better data quality is needed to unlock the value of IoT and BDA capabilities. Collapse

Abstract: This study draws on the sense-seize-transform view of dynamic capabilities as the theoretical lens for examining the role of BI&A in organizations. It views BI&A as the sensing and seizing components of dynamic capabilities that contribute to firm performance by enabling business process change. Findings confirm a positive relationship between BI&A and performance, mediated by business process change capabilities. This study answers the call for a theoretically grounded examination of the relationship between BI&A and firm performance by highlighting the significance of the BI&A seizing capabilities, and the importance of business process change in translating BI&A output into improved performance. Abstract: Competing in a global, open and dynamic ecosystem of firms, SMEs require a strategic management tool to manage co-evolution with dynamic environments. To sustain their competitive advantages, SMEs must enhance the capacity of orchestrating and integrating resources/capabilities to adopt/shape their chosen ecosystem and meet the emergent market needs. Drawing from existing literature and preliminary interviews it has been found that SMEs need a simple but holistically comprehensive strategic management tool to help the executives implement entrepreneurial practices that have the capacity to quickly identify new resource configuration to align with the changing environments. In particular we develop a multi-disciplinary Business Architecture Reference Model (BARM) for SMEs to help SMEs create value in an open and dynamic ecosystem. Derived from SMEs’ internal and external strategic requirements, we revisit conceptual model for the SME BARM by integrating diverse but interrelated disciplines including; IS, strategic management, organization, architecture and service sciences. Theoretically grounded from these diverse disciplines, the BARM provides SMEs with a new holistic approach to orchestrate their socio-technical resources/capabilities and manage their co-evolution within the dynamic ecosystem. The proposed BARM for SMEs comprises architectural components and metamodel that helps SMEs plan, articulate and execute their business strategies, resulting in a business-aligned configuration of resources to attain evolutionary fitness with the competitive environments. By incorporating organisation and strategic management theories in the BARM conceptual model, the paper also contributes to the theoretical foundation of architecture science – accentuating the socio-technical (capability-based) nature of architecture. The preliminary BARM’s efficacy and usability has been validated through interviews with industry experts and SME executives. Collapse

Abstract: Information technology matters to business success because it directly affects the mechanisms through which they create and capture value to earn a profit: IT is thus integral to a firm's business-level strategy. Much of the extant research on the IT/strategy relationship, however, inaccurately frames IT as only a functional-level strategy. This widespread under-appreciation of the business-level role of IT indicates a need for substantial retheorizing of its role in strategy and its complex and interdependent relationship with the mechanisms through which firms generate profit. Using a comprehensive framework of potential profit mechanisms, we argue that while IT activities remain integral to the functional-level strategies of the firm, they also play several significant roles in business strategy, with substantial performance implications. IT affects industry structure and the set of business-level strategic alternatives and value-creation opportunities that a firm may pursue. Along with complementary organizational changes, IT both enhances the firm's current (ordinary) capabilities and enables new (dynamic) capabilities, including the flexibility to focus on rapidly changing opportunities or to abandon losing initiatives while salvaging substantial asset value. Such digitally attributable capabilities also determine how much of this value, once created, can be captured by the firm-and how much will be dissipated through competition or through the power of value chain partners, the governance of which itself depends on IT. We explore these business-level strategic roles of IT and discuss several provocative implications and future research directions in the converging information systems and strategy domains. Collapse

Abstract: In this paper, we empirically investigate the impact of information technology (IT) investment on firm return and risk financial performance, emphasizing the moderating role of the firm boundary strategies of diversification and vertical integration. Our results indicate a sharp contrast between the direct and interactive effects of IT on both the return (profitability) and risk (variability of returns) dimensions. Although the direct effect of IT capital is to increase firm risk for a given level of return, we find that suitable boundary strategies can moderate the impact of IT on firm performance in a way that increases return and decreases risk, at the margin. This interaction effect is strongest in service firms, in firms with high levels of IT investment intensity, and in more recent time periods. Our results are robust to alternative proxies for firm risk, including an ex ante risk measure (variability of analysts' earnings estimates), and alternative risk-return specifications. Put together, our results provide new insights into how IT and firm boundary strategies interact to affect the risk and return performance of firms. Collapse

Abstract: In this paper, we use key concepts in strategic management, such as value, and use the conceptual framework of diffusion of innovations to understand factors underlying the lack of demand for rural telecenters. We present a background of ICT use in rural areas, examining both the prospects and current situation. We then develop a framework that explains rural telecenter performance using literature from strategic management, and information systems (notably diffusion of innovation). We then present the results of a pilot study of farmers in India who used/did not use ICT telecenters. We chose India as it has a large number of the world’s poor, and is pioneering in the use of technology in rural areas and has by far the largest number of ICT telecenters. Findings indicate the research questions are mostly supported. Collapse
