Abstract: Using the taxonomy of Bright ICT research and the framework of freedom of expression, this article focuses on Restorative Bright ICT to capture the problems arising from the use of social media within eParticipation in Indonesia, and how to overcome them. The article addresses the objectives by analyzing three illustrative cases of eParticipation through social media in Indonesia. Data from document analysis and interviews are also provided to add to the understanding of the phenomena. Theoretical and practical implications are also presented, including identification of the problems of social media in eParticipation in Indonesia, along with potential restorative solutions underpinned by Bright Internet principles from legal, social and technical perspectives. Furthermore, this article also proposes a model for Restorative Bright ICT in eParticipation in Indonesia to guide future research for this interest area. Collapse

Abstract: Evaluation of expert workers by their decision quality has substantial practical value, yet using other expert workers for decision quality evaluation tasks is costly and often infeasible. In this work, we frame the Ranking of Expert workers according to their unobserved decision Quality (REQ) -- without resorting to evaluation by other experts -as a new Data Science problem. This problem is challenging, as the correct decisions are commonly unobservable and substantial parts of the information available to the decision maker is not available for retrospective decision evaluation. We propose a new machine learning approach to address this problem. We evaluate our method on one dataset representing real expert decisions and two public datasets, and find that our approach is successful in generating highly accurate rankings. Moreover, we observe that our approach’s superiority over the baseline is particularly prominent as evaluation settings become increasingly challenging. Collapse

Abstract: In this article, we assess the value of information technology related intangible assets and then use data on business practices and management capabilities to understand how this value is distributed across firms. Using a panel of 127 firms over the period 2003–2006, we replicate and extend the finding from Brynjolfsson, Hitt, and Yang (2002) that $1 of computer hardware is correlated with more than $10 of market value. We account for the missing $9 by broadening the definition of IT to include capitalized software, and then include all purchased and internally developed software, other internal IT services, IT consulting, and IT-related training (whether or not it is capitalized by the firm). In addition, we use data on IT-related business practices in order to analyze the distribution of IT-related intangibles within the sample. Our results suggest that the invisible IT not accounted for on balance sheets is being priced into the market value of firms. We also estimate that there is a 45% to 76% premium in market value for the firms with the highest organizational IT capabilities (based on separate measures of human resource practices, management practices, internal IT use, external IT use, and Internet capabilities), as compared to those with the lowest organizational IT capabilities. Our results thus suggest that contributions of IT to value depend heavily on other factors, and are not a rising tide that lifts all boats. Collapse

Abstract: As part of an effort to examine the value of intangible assets in the firm, our study is the first to create IT-related intangible asset stocks from firm-level survey data. We also use data on ITrelated business practices in order to understand the distribution of IT-related intangibles, and we create asset stocks to value research and development (R&D) and brand. Using a panel of 130 firms over the period 2003-2006, we find that intangible assets are correlated with significantly higher market values beyond their cost-based measures. Moreover, we estimate that there is a 3055% premium in market value for the firms with the highest organizational IT capabilities (based on a measure of HR practices, management practices, internal IT use, external IT use, and Internet use) as compared to those with the lowest organizational IT capabilities. Abstract: This paper explores how performance and effort expectations, social influences, privacy concerns, and risk affect individual intention to use tax preparation software. We contribute to the extensive technology acceptance literature in three ways. First, we examine the Unified Theory of Acceptance and Use of Technology model in the novel context of individual tax preparation software choice and confirm the theory's validity outside the "traditional" environment of business organizations. Second, we investigate whether technology acceptance is different for "experts" compared to "novices" in the complex domain of the U.S. tax law. Third, we include constructs related to privacy and risk and test this extension of the technology acceptance model. Results indicate dissimilarities between the two groups and suggest the technology acceptance model may not be equally applicable to "professionals" and "novices." Collapse

Abstract: As firms seek to improve coordination through the ii.se of electronic interorganizational systems (IOS), open standards are becoming increasingly important. To better understand the process of standards diffusion, we investigate firms ' migration from proprietaty or less-open IOS (i.e.. electronic data interchange or EDI) to open-standard IOS (i.e., the Internet). Theoretical work in economics suggests that network effects are a determinant of network adoption, yet the extant literature falls short of empirical testing ofthe theory.We develop a conceptual model that features network effects, expected benefits, and adoption costs as prominent antecedents. We examine the model on a large dataset of 1,394 firms. The empirical results demonstrate the significant impacts of network effects on open-standard IOS adoption. We find that adoption costs are a significant barrier to openstandard IOS adoption, but EDI users and nonusers treat this very differently: EDI users are much more sensitive to the costs of switching to the new standard. This fmding illustrates that experience with older standards may create switching costs and make it difficult to shift to open and potentially better standards, a phenomenon called "excess inertia " in technology change. Further testing the underlying factors that contribute to network effects and adoption costs, we find that trading community' influence is a key driver of network effects, while managerial complexity, as opposed to financial costs, is a key determinant of adoption costs. Overall we believe that this study, based on a rigorous empirical analysis ofa unique international data.iet. provides valuable insights into a set of key factors that influence standards diffusion. Abstract: Grounded in the technology–organization–environment (TOE) framework, we develop a research model for assessing the value of e-business at the firm level. Based on this framework, we formulate six hypotheses and identify six factors (technology readiness, firm size, global scope, financial resources, competition intensity, and regulatory environment) that may affect value creation of e-business. Survey data from 612 firms across 10 countries in the financial services industry were collected and used to test the theoretical model. To examine how e-business value is influenced by economic environments, we compare two subsamples from developed and developing countries. Based on structural equation modeling, our empirical analysis demonstrates several key findings: (1) Within the TOE framework, technology readiness emerges as the strongest factor for e-business value, while financial resources, global scope, and regulatory environment also significantly contribute to e-business value. (2) Firm size is negatively related to e-business value, suggesting that structural inertia associated with large firms tends to retard e-business value. (3) Competitive pressure often drives firms to adopt e-business, but e-business value is associated more with internal organizational resources (e.g., technological readiness) than with external pressure to adopt. (4) While financial resources are an important factor in developing countries, technological capabilities become far more important in developed countries. This suggests that as firms move into deeper stages of e-business transformation, the key determinant of e-business value shifts from monetary spending to higher dimensions of organizational capabilities. (5) Government regulation plays a much more important role in developing countries than in developed countries. Abstract: Agency theorists argue that organizations typically get little value from using employees and that they should instead use nonemployees operating fully as residual claimants. Yet, even in a context where those theorists would predict virtually no employees–taxicab organizations–they are common. What drives the use of employment relationships in these organizations? The authors show how employment relationships are linked to firm capabilities and strategic opportunities in a sample of taxicab organizations, relying on arguments about the linkage of employment to the internal liquidity of labor, organizational routines, and internal cooperation. The theoretical arguments and findings suggest what organizations gain by having employment relationships and show that integrating the agency theoretic argument with the other theoretical arguments leads toward a resource-based view of strategy and human resources.The authors highlight the importance of embedding arguments on the internal management of human resources in the strategic and competitive context in which organizations operate. Their arguments also have implications for the resource-based approach to strategy in mapping the resource space of human assets in organizations and, within that space, directing attention to how organizations gain sustainable competitive advantage through managing human resources.
