Abstract: This minitrack provides a venue for all work (qualitative, quantitative, computational, and design) in relation to better understanding health data platforms, data repositories, data sharing, data governance, and ecosystems. It highlights various perspectives, including technical, organizational, social, and regulatory ones and considers multiple levels, such as the system, individual, community, and societal level. This minitrack encourages work on emergent technologies, while it is open to learn how existing technologies may be repurposed for datadriven care coordination and research using increasing amounts of data over long periods of time. Abstract: IT adoption in the healthcare sector still lags behind expectations. The literature has extensively studied IT adoption in the healthcare sector as a problem of information infrastructure development. We extend that literature by adding a supply chain perspective which treats information infrastructures as assemblies of information components. This allows us to apply the theory of collective action to these individual components rather than to the information infrastructure as a whole, as is characteristic of the information infrastructure literature. We find that some information components have the character of common resource pool goods, which require specialized and local institutional arrangements to overcome the implied free-rider problem. This sheds a new light on the current problems of slow IT adoption in the healthcare sector. Collapse

Abstract: A central concern for the long-term vibrancy of virtual communities is how to effectively motivate continuous contributions from community members. To address this challenge, a series of motivation factors that range from self-interest driven to prosocial-oriented motives have been identified by scholars. As members participate in continuous contributions and community activities alike, their status or positions within the virtual communities would change, which may influence their cognition and behavior. While status-seeking can lead to greater contributions and a better performance, research has yet to study in a comprehensive manner how an individual's status-standing shape one's recognition and behavior in a systematic way. To fill this research gap, a comprehensive theoretical model based on the status theory of collective action is proposed to explain how status standing moderates the impact of different types of motivations (self-interest vs. prosocial) on continuous contributions in virtual communities. Our findings suggest that improved status-standing can enhance the motivational incentives of virtual rewards and peer recognition, while boosting the prosocial motivation of opinion leadership to contribute content in virtual communities. Overall, this study not only suggests a comprehensive view of our current understandings regarding contribution behavior in virtual communities, but also yields deep insights into how motivational mechanism of virtual communities can be reasonably designed and properly used to promote continuous contributions. Abstract: Decentralized digital technologies require multiple organizations to collectively create digital innovations. Control over the resources required for digital innovations is often therefore dispersed among multiple actors. Actors may have conflicting interests and business models which cause collective digital innovations to come to a standstill. While existing research suggests various factors that block collective innovation processes, there is still little understanding of how organizations can overcome standstills, and progress to bringing digital innovations to market. The main question addressed in this paper is: How do collective digital innovation initiatives overcome standstills in order to progress in bringing the innovations to market? We offer a novel perspective on the process of developing collective digital innovations based on a longitudinal case study of mobile banking in the Netherlands. Our case shows how parties have collaborated to learn about new opportunities for distributing control and framing solutions, while the actual commercialization of the mobile payment solutions was performed by individual actors. The framework shows how digital innovations emerge through a series of collective innovation processes that build upon each other through control point driven network reconfiguration and reframing. Abstract: Often within communities there is sufficient interest in group-activities and yet they fail to occur because of insufficient individual initiative. This could be due to diffusion of responsibility or uncertainty about the availability of potential participants. Providing information about the number of interested individuals has conflicting implications, and hence an ambiguous impact on the likelihood of activities occurring. Our experiment examines the impact of providing information about community interest on activity initiation. Subjects (n=2000) were given information about the level of interest in a possible activity within their community and the ability to initiate its planning. Results indicate that displaying sufficient interest in an activity is positively associated with willingness to initiate planning. This suggests that Internet applications which 1) provide awareness of shared activity interest and 2) reduce effort required to initiate activity planning could boost collective action and improve community life. Abstract: The growing phenomenon of financialization influences an array of societal dimensions that go beyond the economic realm, to include public policy-making and information technology (IT). This study presents a cross-country analysis of the emergence of national electronic identification (e-ID) solutions as the result of interaction between the financial and the public sector in Denmark, Norway, and Sweden. Drawing on on-line sources, documents, and interviews with key actors in the three cases, we adopt a cross-disciplinary perspective by applying the lens of collective action theory to identify the role of interests, resources, and governance in the emergence of national e-ID solutions. Findings show that different governance solutions can emerge as the result of the convergence of interests and of interdependency of resources between the actors over time. We contribute to research on financialization and IT by proposing a dialectic process model and identifying five mechanisms that drive the process forward. Collapse

Abstract: Governments envisioning large-scale national egovernment policies increasingly draw on collaboration with private actors, yet the relationship between dynamics and outcomes of public-private partnership (PPP) is still unclear. The involvement of the banking sector in the emergence of a national electronic identification (e-ID) in Denmark is a case in point. Drawing on an analysis of primary and secondary data, we adopt the theoretical lens of collective action to investigate how transformations over time in the convergence of interests, the interdependence of resources, and the alignment of governance models between government and the banking sector shaped the emergence of the Danish national e-ID. We propose a process model to conceptualize paths towards the emergence of public-private collaboration for digital information infrastructure – a common good. Collapse

Abstract: Collaboration in information-intensive work environments is enabled through information systems that facilitate the information and knowledge exchange between collocated employees. As prior research suggests, social media platforms are a promising solution to realize electronic networks of practice bridging the gap between knowledge seeker and experts as a source of knowledge in an effective manner. To enhance the understanding of the social and structural characteristics that underlie employee’s interactions and how each individually benefit from participating in electronic networks of practice, we analyze the content of 15,505 enterprise microblogging messages created by 1,166 employees of a multi-national financial institution. Specifically, we explore how social capital is build up on an individual level and how individuals can leverage their central position with respect to knowledge improvements through faster message replies of a higher quality. Our study provides first insights on how knowledge exchange through social media is influenced by the different forms of social capital. The results stress the positive effect of social capital on individual’s information and knowledge reception as an important part of individual sensing capabilities. Thereby, we find empirical evidence that social media platforms can be utilized to facilitate collaboration and cooperative exchanges efficiently. Collapse

Abstract: Virtual communities not only allow customers to share ideas and help each other, but also provide new venues for vendors to manage customer relationships. Two studies are presented showing how two companies, one in the software industry and one in the airline industry, have successfully enhanced their relationship with customers by strategically participating in virtual communities. Both companies have gained benefits in the forms of customer loyalty, increased customer satisfaction, and less support calls. Our research suggests that companies designate employees to spend a few hours each week to monitor relevant virtual communities. This enables the company to develop an intimate yet informal relationship with customers. Lessons learned from this type of informal support are: the vendor employees need to clearly identify their positions, the support should be unofficial, and the community should not be used as another marketing channel. Abstract: This research elaborated and empirically tested the individual action component of the collective action model as applied to individual contributions to organizational information commons. The model extended prior theory and research by making six elaborations on the classic collective action model based on unique characteristics of information goods compared to material collective goods. The structural equation model was tested via LISREL analyses of data provided by 781 respondents in three high-tech firms who had access to corporate intranets as shared information goods. The results were highly similar across organizations and indicated that (a) level of production, information retrieval, and cost predicted the perceived value of information, (b) information value and cost predicted gain, and (c) information retrieval and gain predicted the level of individual contributions to the commons.
