Abstract: The information systems literature frequently models project performance of information systems projects as a function of user participation. Markus and Mao (2004) consolidate the literature on user participation in a theoretical framework and call for its instantiation and empirical investigation. In this study, we answer this call by using meta-analytic structural equation modeling to fit the framework to a meta-analytic sample of 226 studies with a total of 42,330 information systems projects. We instantiate the original framework in three important ways. First, we differentiate between capacities and capabilities of project stakeholders to include users. Second, we differentiate between formal and informal mode of user participation. Third, we include residual risk as an important factor in the relationship between user participation and project performance. Our results offer support but also a nuanced perspective on the theoretical framework by Markus and Mao (2004) of user participation and suggest new directions for future research. User participation is necessary to improve project outcomes but not sufficient to ensure project outcomes. Collapse

Abstract: A major stream of research within the field of information systems security examines the use of organizational policies that specify how users of information and technology resources should behave in order to prevent, detect, and respond to security incidents. However, this growing (and at times, conflicting) body of research has made it challenging for researchers and practitioners to comprehend the current state of knowledge on the formation, implementation, and effectiveness of security policies in organizations. Accordingly, the purpose of this paper is to synthesize what we know and what remains to be learned about organizational information security policies, with an eye toward a holistic understanding of this research stream and the identification of promising paths for future study. We review 114 influential security policy-related journal articles and identify five core relationships examined in the literature. Based on these relationships, we outline a research framework that synthesizes the construct linkages within the current literature. Building on our analysis of these results, we identify a series of gaps and draw on additional theoretical perspectives to propose a revised framework that can be used as a basis for future research. © 2017 The OR Society. Abstract: This paper examines user participation in information systems security risk management and its influence in the context of regulatory compliance via a multi-method study at the organizational level. First, eleven informants across five organizations were interviewed to gain an understanding of the types of activities and security controls in which users participated as part of Sarbanes-Oxley compliance, along with associated outcomes. A research model was developed based on the findings of the qualitative study and extant user participation theories in the systems development literature. Analysis of the data collected in a questionnaire survey of 228 members of ISACA, a professional association specialized in information technology governance, audit, and security, supported the research model. The findings of the two studies converged and indicated that user participation contributed to improved security control performance through greater awareness, greater alignment between IS security risk management and the business environment, and improved control development. While the IS security literature often portrays users as the weak link in security, the current study suggests that users may be an important resource to IS security by providing needed business knowledge that contributes to more effective security measures. User participation is also a means to engage users in protecting sensitive information in their business processes. Collapse

Abstract: Despite its well recognized importance, user participation in information systems development (ISD) is often limited, passive, symbolic, or marginal in practice. Users are thought to be in a weak position to influence the process and outcome of ISD. As an exploratory case study, this research reports on a refreshing user participation experience to examine what kinds of user behavior can exert strong control over ISD and how. In developing a core business system for a large commercial bank, a group of business experts collocated with the developers as part of the development team. Results show that strong control by users was achieved through their end-toend participation, which was instrumental for ISD success in terms of high quality and smooth rollout. In particular, users’ influence was strengthened over time through their participation by doing in completing some of the key tasks usually done by the IS staff. This research contributes toward a new theory on user participation from a control perspective. Collapse

Abstract: System development methodologies assert that user participation is crucial for successful information systems development efforts. User participation is advocated for product and process reasons: to select system features and to coordinate the work between client and developer. However, a closer examination of the methodologies reveal that the prescriptions for user participation are often contradictory. The IS research literature acknowledges these contradictions, but presents empirical results that are largely inconclusive. The purpose of this paper is to examine how user participation is actually enacted in practice, and to explain why those enactments' result in particular project outcomes, such as task-system fit, psychological involvement, and client ownership of the system. An in-depth qualitative analysis of eight information systems development projects reveals three patterns of user participation enactment: token, shared, and compliant. These patterns vary in terms of who brings technical and domain knowledge to the project, who controls feature selection, what coordination mechanisms are used, and how conflict is handled. Further, the analysis shows that: (1) the form of the enactment is as much the choice of the client as it is the choice of systems developers; (2) client ownership of systems is not a result of sign-offs, but a result of how clients view their overall responsibilities and organizational accountability; (3) intense user participation is not required for high task-system fit; and (4) client attitudes can be influenced by the actions of developers.
